CTOW/Varied/LDHKH/2022/18279904 dated 07/04/2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDHKH/2022/18279763 dated 07/04/2022 both valid upto 31/03/2023 for the manufacturing of Packed Drinking Water @ 104300 KL/Year and Non-alcoholic Carbonated Beverages Soft Drinks (Coke, Fanta, Limca, Sprite, Thumsup and Kinley Soda,) @ 121413 KL/Year with special conditions as under:</span></p>

In case the consent bracket of the industry increase beyond 150-200 crores’ fee bracket, the industry shall be liable to pay corresponding differential amount in consent fee.</span></p>

<p class="MsoBodyText" style="text-align: justify; text-indent: -.25in; line-height: 115%; mso-list: l1 level1 lfo2; margin: 0in 0in 12.0pt .25in;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">The industry shall obtain authorization under the Plastic Waste Management Rules, 2016 immediately.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">Now, the subject cited industry has applied for obtaining varied 'consent to operate' under the Water Act, 1974 and Air Act, 1981 alongwith requisite documents through OCMMS. The industry has deposited consent fee of Rs. 2,52,000/- Vide e-R no. 615633492 dated 14/11/2022 under the Water Act, 1974 and Rs. 2,52,000/- Vide UTR no. 332988750 dated 14/11/2022 <span style="mso-spacerun: yes;"> </span>under Air Act, 1981 against the un-depreciated fixed assets of Rs. 15200.22 Lacs as on 31/03/2022 as per CA certificate dated 21/10/2022 which is adequate <strong>upto 31/03/2026 </strong>under Orange category as per Board's Office Order dated 29/10/2018 after deduction NOC regularization charges.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">Accordingly, the industry was visited by the undersigned on <strong>02/12/2022</strong>. During the visit, it was observed as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0in 0in 12.0pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif'; background: white;">The PET Carbonated Soft drink line was in operation, which includes blow moulding, labeling, cooling, filling, shrink wrap, pelletizer and stretcher. Further, the Distillation cum vapour compression unit has been installed in the package drinking water line to manufacture smart water. However, the same has not commissioned by the industry.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0in 0in 12.0pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif'; background: white;">The industry has installed ETP of capacity 450 KLD for treatment of effluent generated from CIP, floor washing, domestic effluent after STP, UF reject and filtrate from filter press. The CIP is done with caustic, phosphoric acid, carbonic acid etc.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0in 0in 12.0pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif'; background: white;">The ETP has now following components: Collection Tank, Oil & Grease trap (with belt oil skimmer), equalization tank (2 no. with diffused aeration system), MBBR reactor/aeration tanks (2 no. with diffused aeration with new plastic media), Secondary Clarifier (1 old no. and 1 new in series), Chlorination and De-chlorination, Dual Media filter, UF-R.O., new volute filter press.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0in 0in 12.0pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif'; background: white;">The RO permeate is again reused in cooling tower /boiler/domestic use etc., whereas, excess RO permeate and RO reject is discharged onto land for plantation developed as per Karnal Technology in an plantation area ( 2 no. pockets) of about 6.43 acres, which is adequate to take effluent load of 347 KLD( Trade + Domestic). <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0in 0in 12.0pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif'; background: white;">The industry has provided MBBR based STP for treatment of domestic effluent. The treated domestic effluent is taken into the inlet of ETP.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0in 0in 12.0pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif'; background: white;">The ETP was in operation and separate energy meter and flow meter at the outlet has been provided with the ETP, and record is being maintained. As per the record maintained, average discharge in last 3 months from the ETP has</span> <span style="font-family: 'Bookman Old Style','serif'; background: white;">been 150-160 KLD with maximum discharge of 215 KLD and minimum discharge of 60 KLD, which is within the consented limits.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0in 0in 12.0pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif'; background: white;">The industry has provided boiler of capacity 5 TPH capacity and Bio mass pellets are being used as fuel. The boiler was in operation during the visit, and cyclone has been provided as APCD which was also in operation.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0in 0in 12.0pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif'; background: white;">The industry has installed 4 nos. DG sets of capacities 2 of 500 KVA and 2 of 1010 KVA which are equipped with canopies/ acoustic enclosure alongwith stack of adequate heights.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0in 0in 12.0pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif'; background: white;">The industry has submitted analysis report of stack emission sampling carried out by Board's lab <strong>on 03.08.2022</strong>.</span><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-ansi-language: EN-US;"> <span lang="EN-US">As per the analysis results, the concentration of SPM was found to be <strong>228 mg/Nm3</strong>, which is within the permissible limits as laid down by the Board.</span></span></p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l0 level1 lfo1; margin: 0in 0in 12.0pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">11.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif'; background: white;">The industry has obtained registration under Plastic Waste Management Rules, 2016 vide Regn. no. BO-02-PUN-09-AAACL4148D-22 dated 02/09/2022.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">The site of industry falls in <strong>industrial zone</strong> as per the Master Plan of Khanna. </span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:</span></p>
<p class="MsoBodyText" style="text-align: justify; line-height: 115%; margin: .15pt 4.1pt 12.0pt 4.5pt;"><strong><em><span lang="EN-US" style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">"The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."</span></em></strong></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">In view of the above, 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto the adequacy of consent fee i<strong>.e. 31.03.2026</strong> with special condition that the project proponent shall comply with Punjab Water Regulation and Development Authority (PWRDA) guidelines.</span></p> |
