<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The earlier the HCF was granted CTO under Air Act, 1981 and Water Act, 1974 for 60 no. of beds, both are valid upto 30.09.2023.</p>
<p style="text-align: justify;">Thereafter the HCF has applied for varied consent to operate under Air Act, 1981 and Water Act, 1974 for 200 bedded hospital. The HCF was then visited by the office of the Board on 01.08.2022 and observed that the ETP installed by the HCF was found in non-operational condition. The entire waste water generated from the HCF is being bye-passed directly into sewer line of MCL leading to STP Balloke and violating the provisions of Air Act, 1981, Water Act, 1974 and BMW Rules, 2016. Accordingly the application for obtaining varied CTO under Air Act, 1981 and Water Act, 1974 was refused and notice u/s 33-A of Water Act, 1974 was issued to the HCF alongwith opportunity of personal hearing before CEE, Ludhiana on 30.09.2022. But, no one attended the hearing.</p>
<p style="text-align: justify;">Now, the HCF has again applied for varied consent to operate for bed capacity of 200 beds alongwith requisite documents. The hospital has already obtained CLU from the Municipal Corporation issued vide his letter no. 260/ATP-D dated 18.01.2016. The site falls in RD-1 zone as per Master Plan of Ludhiana and permission for CLU for commercial (hospital) use is granted. The hospital has submitted copy of an agreement with common facility of M/s Medicare Environmental Management Pvt. Ltd., Ludhiana, authorized by the Board for bed capacity of 200 beds, wherein MEM has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital. The agreement is valid upto 30.04.2027.</p>
<p style="text-align: justify;">The hospital has deposited consent fee, which is adequate up to 30.06.2026 under both acts.</p>
<p style="text-align: justify;">The HCF was visited by officer of the Board on 23.11.2022 and t was observed as under:-</p>
<p style="text-align: justify;">1. The HCF has provided 200 beds.</p>
<p style="text-align: justify;">2. The HCF has made its agreement with the CBWTF for 200 beds.</p>
<p style="text-align: justify;">3. The HCF has installed an ETP-cum-STP for treatment of liquid waste as well as domestic effluent generated. During visit, the same was in operation.</p>
<p style="text-align: justify;">4. The treated effluent is being discharged into sewer.</p>
<p style="text-align: justify;">5. The HCF has provided a new water meter at the outlet of the STP and reading of the same was 2 KL. The record of the same is being maintained.</p>
<p style="text-align: justify;">6. The HCF has also provided 02 D.G sets of capacity 250 KVA and 320 KVA, both were equipped with canopies.</p>
<p style="text-align: justify;">7. The HCF has also applied for obtaining varied authorization under BMWM Rules, 2016</p>
<p style="text-align: justify;">8. The effluent samples were collected form the outlet of ETP-cum-STP and as per analysis report, all the parameters are found within the limits prescribed by the Board.</p>
<p style="text-align: justify;">As such, the HCF is complying with the provisions of Air Act, 1981 and Water Act, 1974</p>
<p style="text-align: justify;">In view of the above, it is recommended that:-</p>
<p style="text-align: justify;">1. Notice u/s 33-A of the Water (Prevention & Control of Pollution) Act 1974 be filed/ dropped as the HCF has now complying with the provisions of Water Act, 1974.</p>
<p style="text-align: justify;">2. Consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act, 1981 be granted upto 30.06.2026.</p>
