<p class="MsoNormal" style="text-align: justify; line-height: 150%; margin: 0in 8.0pt .0001pt 40.5pt;"><span style="mso-bidi-font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; letter-spacing: .05pt; mso-bidi-font-weight: bold;">It is intimated that the industry is a small scale orange category unit. </span><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;">Earlier, the industry was granted consent to operate<span style="letter-spacing: .05pt;"> </span>under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/KPR/2018/7934475 dated 11.07.2018 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/KPR/2018/7934453 dated 11.07.2018, which are valid upto 30.06.2023 for shelling of rice @ 48 TPD by using paddy @ 72 TPD.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; margin: 0in 8.0pt .0001pt 40.5pt;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-tab-count: 1;"> </span>It is pertinent to mentioned here that M/s Khushi Agro Feed Industry has purchased land from M/s Krishna Rice Mill Ltd., Kapurthala which is already in operational since 1988. The industry has submitted copy of registry dated 25.04.2018 to this effect. Further, the Board vide letter no. 11686 dated 18.10.2019 has submitted the following to the JDA:-</span></p>
<p class="MsoBodyText" style="text-indent: 24.45pt; line-height: 150%; margin: 0in 17.0pt .0001pt .5in;"><span style="mso-tab-count: 1;"> </span><strong><em>"In reference to above, it is intimated that the subject cited site was visit by AEE of this office on 18.10.2019 and observed that M/s Khushi Agro Feed Industry, Arianwal Road, Kapurthala is located inside the premises of M/s Krishna Rice Mills Pvt. Ltd. (Unit-I), Nakodar Road Village Razapur, Kapurthala which is an existing unit. As per the record of this office the sheller is in operation at the present site since 1997 and same is running with valid consents to operate of the Board. The representative of the unit informed that now they want to divide the firm into two units one with older name i.e M/s Krishna Rice Mills Pvt. Ltd. (Unit-I) and other one with the name of M/s Khushi Agro Feed Industry, however, they shall not made any expansion in the machinery only the existing machinery will be divided.</em></strong></p>
<p class="MsoBodyText" style="text-indent: 24.45pt; line-height: 150%; margin: 0in 17.0pt .0001pt .5in;"><strong><em><span style="mso-tab-count: 1;"> </span>Therefore, it is recommended that permission may be granted to the industry to operate at site as per the policy of the department with the conditions that existing unit M/s Krishna Rice Mills Pvt. Ltd. (Unit-I) shall obtained revised consents to operate from the Board and M/s Khushi Agro Feed industry shall also obtain fresh consent to operate of the Board." </em></strong></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 150%; margin: 0in 8.0pt .0001pt 40.5pt;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;">Accordingly, M/s Khushi Agro Feed Industry was granted the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 which are valid upto 22.08.2025 for shelling of rice @ 16 TPD by using paddy @ 24 TPD and the consents of M/s Krishna Rice Mills were revoked vide this office letter no. 2232 dated 05.09.2022.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 150%; margin: 0in 8.0pt .0001pt 40.5pt;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;">Now, the industry has applied for varied consent of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board, after discounting for production capacity of M/s Khushi Agro Feed Industry.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 150%; margin: 0in 8.0pt .0001pt 40.5pt;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;">The industry has deposited</span><span style="mso-bidi-font-size: 10.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-hansi-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';"> </span><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;">Rs. 43,200/- vide UTR/Reference No. 486426531 dated 08.09.2022 under Water Act, 1974 and Rs. 43,200/- vide UTR/Reference No. 486425810 dated 08.09.2022 under Air Act, 1981 and Rs. 10,800/- vide UTR/Reference No. 486427064 dated 08.09.2022 as NOC regularization fees which are adequate upto 30.06.2028.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 150%; margin: 0in 8.0pt .0001pt 40.5pt;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;">As per office order issued by the Head Office, Patiala vide letter no. 59 dated 02.02.2016 and as per decision of officer meeting held at Head Office Patiala on 08.05.2018 that all the industries under orange and green category shall be processed on the basis of documents submitted by the industry without site verification.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 150%; margin: 0in 8.0pt .0001pt 40.5pt;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;">The industry has not been visited and on the basis of documents submitted by the industry along with application, it has been observed that the industry is an orange category rice mill unit and has installed dryers and 1 no. Sheller with cyclone separator inside its premises.<span style="mso-spacerun: yes;"> </span>The industry has installed 1 no. of D.G. set with capacity 325 KVA, with canopy and adequate stack height. The domestic effluent is discharged onto land for plantation/irrigation through septic tank. The industry has submitted compliance report to the consent conditions earlier granted to it. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 150%; margin: 0in 8.0pt .0001pt 40.5pt;"><strong><u><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;">Recommendation: -</span></u></strong><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"> Keeping in view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 22.08.2025 for shelling of rice @ 48 TPD by using paddy @ 72 TPD with suitable conditions and special conditions that: -</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; margin: 0in 8.0pt .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;">The industry shall bound to abide by the provisions of Master Plan, Kapurthala.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; margin: 0in 8.0pt .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;">The industry will continue to comply with the new code of practice prescribed by Punjab Govt. Department of Science, Technology and Environment vide order no. 932 dated 15.10.2013.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; margin: 0in 8.0pt .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;">The industry shall upgrade or install adequate air pollution control device to achieve the amended emission standard, if any, amendment made.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; margin: 0in 8.0pt .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;">The industry shall<span style="mso-spacerun: yes;"> </span>submit<span style="mso-spacerun: yes;"> </span>sample<span style="mso-spacerun: yes;"> </span>analysis<span style="mso-spacerun: yes;"> </span>report<span style="mso-spacerun: yes;"> </span>from<span style="mso-spacerun: yes;"> </span>Boards<span style="mso-spacerun: yes;"> </span>lab during upcoming paddy season. </span></p>
