<p class="MsoBodyText" style="margin: 8.55pt 0in 0.0001pt; text-indent: 1in; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; line-height: 150%; font-family: tahoma, arial, helvetica, sans-serif;">Now, the industry has applied for renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents which may kindly be perused.</span></p>
<p class="MsoBodyText" style="margin: 8.55pt 0in 12pt; text-indent: 1in; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; line-height: 150%; font-family: tahoma, arial, helvetica, sans-serif;">The industry had earlier deposited Rs. 2,00,933/- vide UTR no. SBINR52020012900063041 dated 29.01.2020 under the Water Act, 1974 and Rs. 2,00,933/- vide UTR no. SBINR52020012900062482 dated 29.01.2020 under Air Act, 1981. The industry has deposited Rs. 10927.44/- dated 17.03.2021 as NOC regularization fee as the industry has attached a file with the fee column regarding the deduction of the same. The total consent fees deposited under the Water Act, 1974 was adequate upto 30.11.2022 and under the fee deposited under the Air Act, 1981 was adequate upto 30.09.2022. The industry had deposited Rs. 105600/- vide UTR No. SBIN221258998780 dated 15.09.2021 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 105600/- vide UTR No. SBIN221258990762 dated 15.09.2021 under Air (Prevention & Control of Pollution) Act, 1981. The industry had deposited Rs. 176000/- vide UTR no. SBIN122080444571 dated 21.03.2022 (Rs. 88000/- under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 88000/- under Air (Prevention & Control of Pollution) Act, 1981). The fee deposited by the industry is adequate upto 30.09.2024 under Water (Prevention & Control of Pollution) Act, 1974 and adequate upto 30.07.2024 under Air (Prevention & Control of Pollution) Act, 1981 against the total fixed assets of the industry Rs. 9476.54 lacs. Now, the industry has deposited Rs. 105600/- vide UTR No. SBIN322157723313 dated 06.06.2022 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 105600/- vide UTR No. SBIN322157677967 dated 06.06.2022 under Air (Prevention & Control of Pollution) Act, 1981. The total fee deposited by the industry is adequate upto 30.07.2025 under Air (Prevention & Control of Pollution) Act, 1981 and is adequate upto 30.09.2025 under Water (Prevention & Control of Pollution) Act, 1974 against total fixed assets Rs. 9,583.47 lacs as on 31.03.2022. </span></p>
<p class="MsoBodyText" style="margin: 0in -0.5pt 12pt 0in; text-indent: 71.95pt; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; line-height: 150%; font-family: tahoma, arial, helvetica, sans-serif;">The industry has submitted compliance report of the previous granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoBodyText" style="margin: 0in -0.5pt 12pt 0in; text-indent: 71.95pt; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; line-height: 150%; font-family: tahoma, arial, helvetica, sans-serif;">The site of the industry was visited by Environmental Engineer, Regional Office, SAS Nagar alongwith AEE of this office on 30.11.2022. During the visit, it was observed as under:</span></p>
<p class="MsoBodyText" style="margin: 0in -0.5pt 0.0001pt 0.5in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">The industry was in operation.</span></span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"> The industry has installed a boiler of capacity 8 TPH and same was in operation during the visit alongwith its APCD installed.</span></p>
<p class="MsoBodyText" style="margin: 0in -0.5pt 0.0001pt 0.5in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">The industry has also installed boilers of capacity 5.0 TPH & 2.8TPH and the same were not in operation. Both these boilers are FO fired and having common chimney connected with stack of boiler of capacity 8 TPH.</span></span></p>
<p class="MsoBodyText" style="margin: 0in -0.5pt 0.0001pt 0.5in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">The boiler ash is being disposed off through covered tractor trolley at Unit No.-2.</span></span></p>
<p class="MsoBodyText" style="margin: 0in -0.5pt 0.0001pt 0.5in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">The industry is having 03 no. DG sets of capacity 2 x 1000 KVA and 1 x 500 KVA. These DG sets are equipped with canopies and stacks of adequate height.</span></span></p>
<p class="MsoBodyText" style="margin: 0in -0.5pt 0.0001pt 0.5in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">The industry has provided common dedicated single pipeline from unit-1 for transferring the HTDS and LTDS effluent to the storage tanks constructed in Unit-2.</span></span></p>
<p class="MsoBodyText" style="margin: 0in -0.5pt 0.0001pt 0.5in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">The industry was advised to provide colour coding on all pipelines and dismantle the discarded pipelines leading to dedicated storage tanks constructed for storage of HTDS and LTDS effluent of Unit-1.</span></span></p>
<p class="MsoBodyText" style="margin: 0in -0.5pt 0.0001pt 0.5in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">The low COD as well as high COD storage tanks constructed in Unit-2 for the storage of effluent of Unit-1 was found filled upto brim level and the industry was advised to immediately treat the effluent of the same so as to avoid any spillage of the same.</span></span></p>
<p class="MsoBodyText" style="margin: 0in -0.5pt 0.0001pt 0.5in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">The industry was requested to immediately dispose off the discarded containers (33.1) through authorized vendors and not to store in open.</span></span></p>

<p style="text-align: justify;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><span style="text-indent: 1in;">In view of the above, it is recommended that consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.06.2023 subject to suitable terms and conditions as per earlier consents granted by the Board and with the special conditions to comply with the decisions of the personal hearing as well as direction issued u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 in true sprits.</span></span></p> |
