It is intimated that the HCF has applied under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981) along with requisite documents for 30 bed.  The HCF has deposited Rs. 18000/- vide UTR No. 376384774 dated 11.11.2022 & Rs. 18200/- vide UTR No. 669509943 dated 11.11.2022, Rs. 3000/- vide UTR No. 376384774 dated 27.08.2022 and Rs. 1800/- vide UTR No. 300552156 dated 26.08.2022 under both Acts.  The fee deposited by the HCF is adequate upto 31.12.2027. As per the new Bio Medical Waste Management Rules, 2016, the HCFs are not required to deposit authorization fees w.e.f. the date of issuance of the said rules i.e. 28.03.2016. The HCF has entered into an agreement with CBWTF. No action is pending against the HCE under the Bio-Medical Waste Management Rules, 2016. It is pertinent to mention here that a meeting of Core Committee was taken by the Hon’ble Chairman, PPCB on 19.03.2018 in the Committee Room, Head Office, Patiala and proceedings of the same have been received in this office through e-mail. In the said meeting, with regard to grant of authorization under BMW Rules, 2016 to the HCEs, it was decided as under: i) The Healthcare facilities upto 20 beds/ dental chairs, the documents to be obtained for getting authorization under the BMW Rules should be bare minimum i.e. location plan, agreement with CBWTF, self-declaration (To be specified by PPCB), copy of last month's manifests etc. ii) The fresh/renewal applications of HCFs' be processed online within one week without any prior inspection subject to submission of requisite documents by the HCFs'. The Regional Office will also ensure that no action regarding violation of the provisions of BMW Rules is pending against the HCF. Further, the competent authority of the Board has clarified vide no. HQ-3/EPA/2022/393-408 dated 06.06.2022 that bedded HCFs are required to comply with the standards prescribed under schedule-ll of the BMW Rules, 2016. In case, wastewater is discharged into a public sewer connected to the terminal STP, the bedded HCFs are required to meet general standards as notified under Environment (Protection) Act, 1986.                 It is further, intimated that the HCF undertake that the STP will be completed in one month and request to grant consents for 06 months.                             Keeping above in view, if approved, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981  may be granted to the HCF for six months subject to suitable conditions and specific conditions as under: - 1. The authorization is valid for 30 beds only. 2. The HCF shall renew the agreement with the CBWTF well before its expiry. 3. The HCF shall install STP within one month and submit the completion certificate. 4. The HCF shall submit the effluent analysis report from the Board's lab within 03 months.
