File Note: <p style="text-align: justify;">The note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">The industry is small scale red category unit and was granted consent to operate under the Air Act, 1981, upto 30/06/2026 and under the&nbsp;Water Act, 1974, upto 01/12/2022 for production Dyeing of Fabrics @ 9700 Kgs/day, Printing of PC Fabrics @ 3000 Kgs/day, Finishing of printed &amp; dyed fabrics @ 8400 Kgs/day and for discharge of trade effluent @ 448.5 KLD into CETP and domestic effluent @ 1.5 KLD into CETP with certain conditions&nbsp;alongwith restoration of electric connection of the industry for six months i.e. upto 01.12.2022 vide Zonal Office letter no. 3745-48 dated 13.06.2022&nbsp;and special conditions mentioned therein.</p> <p style="text-align: justify;">Further, the industry was given personal hearing before the Chairman of the Board on 25.07.2022 u/s 25/26 and u/s 33-A of the Water (Prevention &amp; Control of Pollution) Act, 1974 vide Board letter endst no. 5354 dated 23.08.2022 and wherein it was decided that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall discharge its trade or domestic effluent only into the conveyance system of CETP 40 MLD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall stop discharging its effluent, in case there is an overflow from the dedicated conveyance system of CETP 40 MLD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall not discharge its trade or domestic effluent into Municipal sewer directly or indirectly, if the industry found violating in future then further action under the Environmental Laws for imposition of Environmental Compensation (EC) shall be taken alongwith immediate closure without giving any further notice/opportunity of hearing.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Environmental Engineer, Regional Ofice-4, Ludhiana shall keep strict vigil on the discharge and any overflow of trade effluent from dedicated conveyance system by the industry.</p> <p style="text-align: justify;">Now the industry has applied for renewal of consent to operate under the Water (Prevention &amp; Control of Pollution) Act, 1974. The industry has already deposited consent fee, which is adequate upto 30.06.2025 under both Acts.</p> <p style="text-align: justify;">Accordingly, the industry was visited by officer of RO on 16.11.2022 alongwith ASO of the Board and it was observed as under:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was in operation.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed flat bed printing section at ground floor only.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 16 soft flow machines for dyeing of fabric purpose.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed a digital flow meter at the final outlet leading to CETP and as per record maintained by the industry.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed SCADA system for connectivity with CETP server.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has obtained shares of 450 KLD. It has now installed flow meter/SCADA system for leading the effluent to CETP.</p> <p style="text-align: justify;">Further, it is intimated that the Regional Office has calculated the effluent generation on the basis of 24 hrs operation of the installed machinery. As per the calculation, the trade effluent generation is 760 KLD and total installed production capacity for dyeing is 23750 Kg/day. Further, Regional Office has submitted that there is no increase in machinery from the last consent application. The effluent discharge by the industry into the CETP conveyance system was checked from 01.06.2022 to 30.11.2022. During this period of 180 days only four readings (477.63 KLD, 466.62 KLD, 460.18 KLD, 452.07 KLD) were beyond the consented capacity of 450 KLD, which is also about 6% maximum increased from 450 KLD. Also, the average discharge per day from the industry to CETP is less than consented discharge i.e. 450 KLD.</p> <p style="text-align: justify;">In view of above, it is recommended that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Electric connection of the industry may be restored for short terms i.e. six months.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Consent to operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 may be granted for six months with suitable conditions and with special condition that the industry shall not discharge effluent more than 450 KLD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The sealing of machinery be reviewed when the discharge of industry will be increased from 450 KLD.</p> <p style="text-align: justify;">Competency : Hon'ble Chairman of the Board.</p>
