CTOW/Renewal/FGS/2018/8684186 dated 26/10/2018 valid upto 30/09/2023 and the Air Act, 1981 vide no. CTOA/Renewal/FGS/2018/8683778 dated 26/10/2018 valid upto 30/09/2019 for Processing of Paddy @ 1.5 TPH to produce Raw Rice @ 1 TPH (Without drier) with special conditions as under:</span></p>
<p class="MsoNoSpacing" style="text-align: justify; text-indent: -1.0cm; line-height: 115%; mso-list: l0 level1 lfo2; margin: 12.0pt 0cm .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">The industry shall submit site suitability certificate from DTP, Fatehgarh Sahib as per the by-laws of notified Master Plan of Fatehgarh Sahib.</span></p>
<p class="MsoNoSpacing" style="text-align: justify; text-indent: -1.0cm; line-height: 115%; mso-list: l0 level1 lfo2; margin: 12.0pt 0cm .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">The industry shall get its stack emission sampling done from Board lab/Board approved lab within one 10 days after the start of upcoming paddy season.</span></p>
<p class="MsoNoSpacing" style="margin-top: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">Now, the industry has applied for renewal of consent to operate under the Air Act, 1981 alongwith requisite documents and fee through OCMMS. </span></p>
<p class="MsoNoSpacing" style="margin-top: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">Earlier consent fee deposited by the industry is valid upto</span><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; color: #5d5d5d; background: white; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;"> </span><span style="font-family: 'Tahoma',sans-serif; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">30/10/2023. Now, the rice sheller has deposited additional fee of Rs. 23200/- vide online R no. N241222094422740 dated 29/08/2022 and Rs. 8700/- vide UTR no. N307222190018646 dated 03/11/2022 as Air consent fee against the fixed assets of Rs. 29.15 Lacs as on 24/08/2022, as per CA Certificate dated 24/08/2022. The total consent fee is adequate <strong>upto 30/10/2030 </strong>under air act, as per Board's Office Order dated 29/10/2018.</span></p>
<p class="MsoNoSpacing" style="margin-top: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">The industry has submitted DTP Fatehgarh Sahib letter no. 1302 dated 02/11/2022, which is pasted below:</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; margin: 12.0pt 0cm .0001pt 0cm;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman';">As per the above DTP letter, the site falls in Rural and Agricultural zone of notified Master Plan of Fatehgarh Sahib-Sirhind and as per the uniform zoning regulation 2018, such type of activity is permissible.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; margin: 12.0pt 0cm .0001pt 0cm;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman';">The industry has submitted the analysis report of the stack emission sampling carried out by M/s Industrial Testing Laboratory & Consulting House (NABL approved lab) i.e. on 26/03/2022. As per the analysis results, the concentration of SPM was found to be 296 mg/Nm3, which are within the permissible limit as laid down by the Board.</span></p>
<p class="MsoNormal" style="text-align: justify; mso-layout-grid-align: none; text-autospace: none; margin: 12.0pt 49.8pt .0001pt 99.25pt;"><em><span style="font-family: 'Tahoma',sans-serif;">It is pertinent to mention here that the Board vide Office Order No. 59 dated 02.02.2016 decided to grant auto renewal of Consent to Operate/ Establish to Orange & Green Category of Industries within 7 days of its application submission without the need of visiting the site/ premises of the industry, in order to facilitate the industry.</span></em></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; margin: 12.0pt 0cm .0001pt 0cm;"><span style="font-family: 'Tahoma',sans-serif;">The industry has compliance report of previous conditions of CTO granted to it under the said Acts and has agreed that all the conditions imposed for code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 are being complied with.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; margin: 12.0pt -.9pt .0001pt 0cm;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman';">It is intimated that CPCB has already issued modified directions u/s 18(1)b of the Water Act, 1974 & the Air-Act, 1981 regarding Harmonization of Classification of Industrial sectors under Red/Orange/Green/White categories vide its letter no. B 29012/ESS/CPA/2015-16/85-84 dated 7.3.2016 alongwith the "Final document on revised classification of Industrial sectors under Red, Orange, Green & White categories" which also includes the consent period for which the consents are to be granted to Red, Orange and Green category industries for 5 years, 10 years and 15 years respectively. Further, Board vide Head Office letter no. SEE(HQ-2)/2018/ 9982-10003 dated 27/08/2018 has directed to strictly follow the consent validity criteria for Red, Orange and Green category industries as mentioned in the modified directions issued by CPCB u/s 18(1)b of the Water Act, 1974 & the Air Act, 1981 i.e. consent to Red, Orange and Green category industries may be granted for 5 years, 10 years and 15 years respectively.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; margin: 12.0pt -.9pt .0001pt 0cm;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman';">Further, PPCB has issued office order no. 443 dated 09.08.2021<span style="mso-spacerun: yes;"> </span>subject Auto 'Acknowledgement-cum- Renewal Certificate' for regulatory clearances has mentioned that in suppression of Board's office order no. SEE(HQ)/F. No. 957/2016/59 dated 02.02.2016 and to provide ease of doing business to the entrepreneurs, the Board in its 185th meeting held on 07.01.2021 has decided to extend the facility for auto generated renewal to all categories of small scale industries / projects, without inspection / physical verification of the environmental parameters at the time of submission of such application(s) subject to the certain stipulations.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; margin: 12.0pt -.9pt .0001pt 0cm;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman';">In the subject cited case, the industry has deposited consent fee <strong>upto </strong></span><strong><span style="font-family: 'Tahoma',sans-serif;">30/10/2030</span></strong><strong><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman';">.</span></strong></p>
<p class="MsoNormal" style="text-align: justify; margin: 12.0pt 0cm .0001pt 0cm;"><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman';"><span style="mso-tab-count: 2;"> </span>Keeping above in view, if approved, the consent to operate applied under the Air Act, 1984 may be renewed <strong>upto 30/09/2030 </strong>for Processing of Paddy @ 1.5 T/hour to produce Raw Rice @ 1 T/hour <strong>without drier</strong> with usual conditions (auto generated) alongwith the following special conditions as under:</span></p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -42.55pt; mso-list: l1 level1 lfo1; margin: 12.0pt 0cm .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry shall comply with the Laws and Bye-laws of the Master Plan of Fatehgarh Sahib-Sirhind.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -42.55pt; mso-list: l1 level1 lfo1; margin: 12.0pt 0cm .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry shall provide plantation all along the boundary wall of the unit, wherever space is available, within 15 days and submit compliance in this regard to the Board immediately thereafter.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -42.55pt; mso-list: l1 level1 lfo1; margin: 12.0pt 0cm .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The rice sheller shall put in place all the hoods, ducting’s & enclosures and other components of the APCD well before commissioning of the unit for next paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -42.55pt; mso-list: l1 level1 lfo1; margin: 12.0pt 0cm .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry shall provide rotary valve (if earlier not provided) below the cyclone for removal of particulate matter contained by the APCD and sampling arrangements along with the stack attached to the APCD within 15 days and submit compliance in this regard to the Board immediately thereafter.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -42.55pt; mso-list: l1 level1 lfo1; margin: 12.0pt 0cm .0001pt 70.9pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry shall abide by the fresh directions (if any) issued by the Hon'ble Punjab & Haryana High Court/ Govt./ Board for compliance of code of practice of rice sheller.</span></p>
