<p class="MsoListParagraphCxSpMiddle" style="text-align: justify;"><span style="font-family: 'Arial',sans-serif; background: white;">In consideration of the recommendations sent by RO; if approved, the industry may be granted consent to establish (NOC) expansion from pollution angle for enhancing the manufacturing capacity of the unit for production of Billet, Steel Ingot & Bloom @ 571 MT/Day (~2,00,000 MT/Annum max.) and manufacturing of TMT Bars, Round Bars, Wire, Flats, Strip @ 342 MT/Day (~1,20,000 MT/Annum max.) by installation of one induction furnace of capacity 39 TPH & one rolling mill, for one year i.e. upto 21.10.2023, subject to suitable conditions and the following additional conditions that:</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->This ‘Consent to Establish’ (NOC) expansion from pollution angle for enhancing the manufacturing capacity of the unit for production of Billet, Steel Ingot & Bloom @ 571 MT/Day (~2,00,000 MT/Annum max.) and manufacturing of TMT Bars, Round Bars, Wire, Flats, Strip @ 342 MT/Day (~1,20,000 MT/Annum max.) by installation of one induction furnace of capacity 39 TPH & one rolling mill and using Scrap & Ferro Alloys @ 601 MT/ Day (~2,15,108 MT/ Annum max.), only.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The manufacturing capacity of the unit shall be restricted to Billet, Steel Ingot & Bloom @ 2,00,000 MT/Annum max. and manufacturing of TMT Bars, Round Bars, Wire, Flats, Strip @ 1,20,000 MT/Annum max. by using Scrap & Ferro Alloys @ 2,15,108 MT/ Annum max., in line with the Environment Clearance granted to it.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall use only clean scrap as raw material and ensure that the scrap contaminated with hazardous or other waste like chemical drums, oil filters, shockers etc. shall not be used as raw material.</p>

SEIAA/2019/717 dated 22/08/2019 and further amendment issued vide no. SEIAA/MS/2022/896 dated 07/09/2022, in toto.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall install primary as well as secondary fume extraction system for control of emissions generated from the furnace.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall comply with the SOPs laid down for operation and maintenance of APCDs.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall get the revised building plan under the Factories Rule, 1952 from the competent authority or the authorized person of the Department of Labours.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall provide STP for treatment of waste water & reutilization of the treated water for core/non-core activities so as to achieve the Zero Liquid Discharge Condition as per the III (iv) of OM dated 09/08/2018 issued by the MoEF&CC for such units.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall reuse of cooling tower blow down, simultaneously ensuring the standards prescribed for such purge waters. If required, necessary arrangements shall be made to keep this waste stream within the parameters required for reuse.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">11.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">12.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The Consent is being issued to the industry based upon the documents/ information/ undertakings submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">13.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->This Consent to Establish (CTE) shall not be considered as compliance of existing violations/ Show Cause Notice/ Proceedings of Hearing observed/issued by any Competent Authority, as the case may be.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">14.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The Punjab Pollution Control Board shall have the liberty to revoke this consent & take penal action against the industry/project proponent and its responsible/ concerned person(s), in case, at any point of time, the industrial unit/ project fails to comply with the provisions of Environmental Acts/ Rules and/or any other Environmental laws applicable to the industrial unit/project and Rules, Circulars & Directions issued by any competent Authority, from time to time</p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">15.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The Punjab Pollution Control Board shall not be responsible for any financial liability and/ or any other liability of the project proponent, due to grant of this Consent to Establish.</p> |
