File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">The industry is a small scale red category dyeing unit and was granted consent to operate under Water Act, 1974, valid upto 19.11.2022 for the production of cloth washing/printing /dyeing @ 1500 Kgs/day and knitted cloth @ 400 Kgs/day with disposal of trade effluent @ 220 KLD (180 KLD onto land for plantation and 40 KLD into sewer after treatment in ETP) and domestic effluent @ 2.5 KLD onto land for plantation after passing through septic tank.</p> <p style="text-align: justify;">Further the directions u/s 33-A of Water Act, 1974 were issued to the PSPCL authorities to restore the electric connection of the unit temporarily upto 19.11.2022.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">Now, the industry has again applied for renewal consent to operate under Water Act, 1974. The industry has deposited consent fee, which is adequate upto 31.03.2025.</p> <p style="text-align: justify;">The industry was visited by officers of RO on 21.11.2022 and it was observed that:</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was in operation and the same was engaged in knitting, printing, washing &amp; dyeing of fabric.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 07 no. soft flow machines of capacity 600 Kg X 1, 400 Kg X 1, 300 Kg X 2 and 150 Kg X 3, 01 long tube dyeing machine of capacity 400 Kg, 03 winch machines and 01 rotary printing machine inside the premises.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed ETP based on physio-chemical cum bio-logical for the treatment of waste water generated from the dyeing process. During the visit aeration of the ETP was not in operation due to malfunctioning of the blowers and some components of the ETP were damaged due to rust.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The dark coloured partly treated effluent was being discharged from the outlet of the ETP and the samples were collected and sent to the Lab for analysis. &nbsp;</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 was granted to the industry for the&nbsp;disposal of trade effluent @ 220 KLD (180 KLD onto land for plantation and 40 KLD into sewer after treatment in ETP)&nbsp;but the&nbsp;industry has not installed separate EMFs at the both effluent disposal points i.e. into sewer and onto land for plantation and the industry was not maintaining any record regarding the generation and disposal of effluent.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has not installed EMFs at the source of the fresh water supply i.e. submersible pumps.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry had provided planation area of total area 6500Sq yards in 04 pockets and one additional pocket of gardening/park measuring about 2800 sq yards has also been provided to dispose off the treated effluent generated from its dyeing, printing and washing process, hence the total plantation area provided by the industry including the park is 9300 sq yards &asymp; 02 Acres, which is not adequate to manage the existing discharge of 220 KLD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Considering the effluent handling capacity of 70 KL/ acre the plantation area provided by the industry is adequate to manage the discharge @ 140 KLD only.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->9.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The total installed capacity of soft flow machines @ 2450 Kgs generates the trade effluent @ 220 KLD i.e.&nbsp; 1 KLD effluent is being generated by 11 Kg capacity, hence the additional 80 KLD effluent is being generated by the machinery of capacity 11X80 = 880 Kg.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->10.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed OCEMS at the final outlet of the ETP but the same is not connected with the server of the Board till date.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->11.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has not deposited the&nbsp;Environmental Compensation for non-installation of OCEMS @ Rs.25000/- per month w.e.f 01.08.2019, till date.</p> <p style="text-align: justify;">Now, the analysis has been issued by Board's lab vide no. 2021-23 dated 02.12.2022 and as per analysis report, the concentration of parameters BOD @ 34 mg/l against 30 mg/l, Sulphide @ 3.6 mg/l against 2.0 mg/l &amp; Phenolic Compound @ 2.3 mg/l against 1.0 mg/l were found beyond the limits prescribed by the Board</p> <p style="text-align: justify;">&nbsp;&nbsp;&nbsp;&nbsp;In view of above, it is recommended that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 may be refused.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Action u/s 33-A of Water (Prevention &amp; Control of Pollution) Act, 1974 may be initiated against the unit for its closure.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry may be directed to&nbsp;dismantle its outlet leading to the MC sewer immediately.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Municipal Corporation, Ludhiana may be directed to disconnect/plug the sewer connection of the industry.</p> <p style="text-align: justify;">Competency : Hon'ble Chairman of the Board</p>
