It is intimated that the industry has proposed to establish induction furnace unit under orange category and has applied for consent to establish/ (NOC) to produce Special Alloy Steel @ 15 MTD by installing induction furnace of capacity 3 T/heat and proposed Reverberatory Furnace of capacity 2.25 T/hour along-with requisite documents through OCMMS. The industry has deposited Rs. 24000/- vide UTR no. 393713549 dated 25/10/2022 as NOC fee against the project cost of Rs. 1679.5 Lacs, which is adequate for one year as per Board's Office Order dated 29/10/2018. Accordingly, the site was visited by the AEE of this office on 25/11/2022. During the visit, it was observed as under: 1.      The proposed site is a land of 17 Kanal 14 Marle 2- ½ Sarshahi. The industry has not started any civil work for installation of induction furnace. The boundary wall has been constructed at the site. 2.      It has proposed to install one no. induction furnace of capacity 3.0 T/heat with side hood and bag filter house as APCD as per the design of PSCST, Chandigarh. 3.      The industry has submitted feasibility report from PSCST, Chandigarh vide no. 443 dated 06/09/2022 for proposed APCD to be installed over induction furnace of capacity 3 TPH and vide no. 502 dated 11.10.2022 for proposed APCD to be installed over reverberatory furnace. 4.      The industry has not proposed to install any D.G. set. 5.      No water is used in the process, so no trade effluent will be is generated. 6.      Domestic effluent generated will be discharged onto land for plantation after passing through septic tank. 7.       2 no. of High tension wires  of 66 KV & 11 KV is passing over the proposed site. The project proponent has submitted an undertaking that the industry shall leave safe corridor under 66 KV HT line. Site Suitability                    The industry has submitted land use classification certificate from DTP, Patiala vide letter no. 1495 dated 15/07/2022, which is reproduced as under: "ਆਨਲਾਈਨ ਪੋਰਟਲ ਤੇ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜਾਂ ਦੇ ਸਨਮੁੱਖ ਇਸ ਦਫਤਰ ਵੱਲੋਂ ਸਾਈਟ ਦੀ ਮੌਕਾ ਰਿਪੋਰਟ ਕਰਵਾਈ ਗਈ ਦੇ ਸਨਮੁੱਖ ਸੂਚਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਸਾਈਟ ਭਾਦਸੋਂ ਤੋਂ ਅਮਲੋਹ ਵੱਸ ਜਾਂਦਿਆਂ ਪਿੰਡ ਅਕਾਲਗੜ੍ਹ ਨੂੰ ਜਾਂਦੇ ਰਸਤੇ ਤੇ ਭਾਦਸੋਂ-ਅਮਲੋਹ ਰੋਡ ਤੋਂ ਤਕਰੀਬਨ 180 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਖੱਬੇ ਹੱਥ ਪਿੰਡ ਅਕਾਲਗੜ੍ਹ ਦੀ ਰੈਵੀਨਿਊ ਹਦੂਦ ਅੰਦਰ ਖਸਰਾ ਨੂੰ: 33//5 ਮਿਨ (6-6-1/2), 33//7 ਮਿਨ (0-16, 33//6 (1-7), 20//24/2 ਮਿਨ (1-19-1), 20/25 ਮਿਨ (4-7-6), 33/4 ਮਿਨ (2-18) ਕੁੱਲ 17 ਕਨਾਲ 14 ਮਰਲੇ 2- ½ ਸਰਸਾਈ ਵਿੱਚ ਪੈਂਦੀ ਹੈ <span lang="HI" style="font-family: 'Arial Unicode MS','sans-serif'; mso-ascii-font-family: 'Bookman Old Style'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-hansi-font-family: 'Bookman Old Style'; mso-bidi-language: HI;">।" Further, in the letter, it has been mentioned that site falls in Industrial Land use pattern as per draft master plan of Nabha (2041).  Thus, the site is suitable. Applicability of press note 17:                    The press note 17 (1984 series was withdrawn by Ministry of Commerce and Industry vide letter no. 2(41)/2018-IL dated 11/09/2019.   Applicability of EIA notification dated 14/09/2006                     The subject cited industrial process is covered under EIA notification dated 14/09/2006 but the proposed production will be less than 30,000 TPA. So, the industry is not required to apply for obtaining Environmental Clearance under EIA notification dated 14/9/2006. <span style="mso-bidi-font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-bidi-language: AR-SA;">Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under: "The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries." The industry has applied under Small orange project. however, as per project report, this application will be covered under medium scale Orange category. In view of the above, it is recommended that the case of industry may be sent to Competent Authority for grant of  NOC for one year for manufacturing of Special Alloy Steel @ 15 MTD by using Scrap @ 15.625 MTD with suitable conditions and additional conditions that: a)      The industry shall not construct any building below the High Tension Zone & shall comply with the guidelines of Electricity Board and  Department of Town & Country Planning in true spirit. b)      The industry is advised to obtain necessary clearance for Abstraction of Ground Water from the Punjab Water Regulation and Development Authority (PWRDA). c)      The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD. d)      The industry shall not dispose off its Hazardous waste to any unauthorized vendor. e)      The industry shall execute annual maintenance contract (AMC) for APCD from the repute agency and submit the report in this regard. f)       The industry shall provide stack monitoring arrangements as per emissions regulations part 3 (1985 series) as per CPCB manual. g)      The industry shall not use any scrap containing Hazardous waste like shockers containing waste oil. <span style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; mso-bidi-language: AR-SA;">h)     The industry shall to install rotary valve along-with conveyor system below bag filters to avoid manual handling of APCD dust. <span style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; mso-bidi-language: AR-SA;">i)       The industry will get its building plans approved from competent authorities before commissioning of the unit. <span style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; mso-bidi-language: AR-SA;">j)       The industry shall not carry out any activity covered under the ambit of EIA Notification, 2006.
