File Note: <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">It is submitted that the reply of the industry and recommendations of Regional office, Rupnagar have been perused and it has been observed that :</p> <p style="text-align: justify;">1. The industry has installed the machinery which is proposed in the NOC application for which the industry has submitted that they had earlier applied for NOC of the Board on 13.07.2022, which was returned due to some incompletion.</p> <p style="text-align: justify;">2. The effluent generation of industry is quite less which is approx.. 200 ltrs in 5 to 6 days as such to increase the volume to minimum level the industry has to at approx.. 1300 ltr fresh water to it, so that the same could be mixed with the dozing chemicals.</p> <p style="text-align: justify;">3.The industry has installed ETP based on MBBR technology. To keep the micro-organisms alive the industry has to keep the effluent in the reaction tank for 2-3 days. The industry has maintained the record of effluent generation and treatment.</p> <p style="text-align: justify;">4. With increase in production it is estimated that the total effluent generation shall not increase from 5.5 KLD and industry is of the view that its existing ETP of capacity 5 KLD shall take up the said load. It is pertinent to mention here that the industry may be recommended to keep the effluent generation below 5 KLD, in case of increase in effluent for more than 5 KLD industry may be advised to enhance the capacity of ETP according to the actual maximum effluent generation per day.</p> <p style="text-align: justify;">5. The industry has assured to comply with other observations of RO, Rupnagar regarding water meters and collection of effluent for coating recipe material beneath the primer coating machine.</p> <p style="text-align: justify;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; In view of above, may if approved, Competent Authority be requested to grant NOC for expansion to the industry upto 31.10.2023 with suitable conditions and additional conditions that :</p> <p style="text-align: justify;">1. The industry shall not operate its newly installed machinery without obtaining varied consents of the Board under the&nbsp;Water (Prevention and Control of Pollution) Act, 1974&nbsp;and Air (Prevention and Control of Pollution) Act, 1981.</p> <p style="text-align: justify;">2. The industry shall install water meters at appropriate points, so as to adjudge the quantity of water being used in the process and quantity of effluent being generated within 10 days.</p> <p style="text-align: justify;">3. The industry shall maintain the record of the water used in the process and the effluent generation.</p> <p style="text-align: justify;">4.The industry shall enhance the capacity of ETP of its existing ETP, if the actual generation of trade effluent surpasses 5 KLD mark.</p> <p style="text-align: justify;">5.The industry shall maintain adequate plantation area for disposal of treated trade effluent as well as domestic effluent.</p> <p style="text-align: justify;">6.The industry shall ensure that no nuisance is created in the area due to its operations and no public complaints are received.</p> <p style="text-align: justify;">7. The industry shall not throw, burn or burry any solid wastes in open, outside premises or in drain / water bodies.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">8. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">9. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises.&nbsp;</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">10.
