<p>RO has reported that the hospital has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for 110 beds.</p>
<p>The hospital has deposited Rs. 130000/- vide UTR No. IBKL220825298491 dated 25/08/2022 under Water (Prevention & Control of Pollution) Act, 1974 including Rs. 10000/- NOC regularization fee &Rs. 120500/- vide UTR No. IBKL220825298903 dated 25/08/2022 under Air (Prevention & Control of Pollution) Act, 1981 including Rs. 500/- application form fee which is adequate upto 30/09/2027.</p>
<p>The HCF has submitted completion certificate of ETP installed for capacity of 45 KLD for treatment of waste water being generated from the HCF.</p>
<p>The Hospital was visited by officer of this office on 23/11/2022 and observed as under:-</p>
<p>1. The hospital comprising of 110 beds engaged in the process of providing medical services.</p>
<p>2. The hospital has installed ETP for treatment of its effluent generated from hospital premises.</p>
<p>3. The HCF is maintaining record regarding operation of the STP.</p>
<p>4. The HCF has installed water meter at the outlet of ETP.</p>
<p>5. As per submission of the HCF the plantation area near mortuary was visited. The representative was failed to show any outlet of the treated effluent meeting to plantation area, moreover the plantation area has not sufficient trees in it. The representative was failed to show actual disposal point of treated effluent of ETP.</p>
<p>The HCF was violating the provisions under the Water (Prevention & Control of Pollution) Act, 1974.</p>
<p>Show cause notice was issued to the HCF vide Zonal Office letter no. 3814-15 dated 30/11/2022 SCN for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 with as opportunity of show cause in written.</p>
<p>The HCF has submitted a reply of SCN and intimated that they have removed all the violations observed by the officer during his last visit.</p>
<p>Further, the HCF has again visit on 07/12/2022 to verify the compliance made by the HCF and observed as under:-</p>
<p>1. The ETP installed by the HCF was in operation.</p>
<p>2. The HCF has provided outlet of ETP to the plantation area near mortuary and has planted fresh sapling. The treated effluent was being discharged onto to land for plantation.</p>
<p>3. During visit the SMO, Gurdaspur was advised to plant more trees in the plantation area.</p>
<p>Now, the HCF has complying with the Water (Prevention & Control of Pollution) Act, 1974.</p>
<p>RO has recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the HCF for a period upto 30.09.2027 with suitable conditions.</p>
<p>May if approved, CTO under Water Act be granted to the HCF upto 30/09/2027 with usual conditions along with special condition that the HCF shall submit the effluent sample analysis report from Board's lab within 01-month.</p>
