<p><span lang="EN-CA">Sir RO has reported that the industry has operated without NOC from the Board. Personal hearing of the industry was conducted on 23/05/2022 before Senior Environmental Engineer, Zonal Office Amritsar and during hearing it was decided that:-</span></p>
<p>1. The industry will installed APCD with the induction furnace within 15-days.</p>
<p>2. The industry shall apply for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, within 15-days.</p>
<p>3. The Environmental Engineer, Regional Office shall ensure the compliance of above decisions and submit report and recommendations accordingly, please.</p>
<p><span lang="EN-CA">As the industry has not installed APCD with induction furnace, accordingly, in compliance to the decisions of Zonal Office, Amritsar, induction furnace of the industry was sealed by this office and report of the same was sent to Zonal Office, Amritsar vide this office letter no. 1675 dated 21/07/2022.</span></p>
<p><span lang="EN-CA">Further, considering the representation of the industry, Zonal Office, Amritsar has directed vide letter no. 2495 dated 25/07/2022 to de-seal the furnace as the industry has installed the APCD with the induction furnace and has also applied for consents of the Board. Accordingly, as per directions received form Zonal Office, Amritsar, induction furnace of the industry was de-sealed on 26/07/2022 in the presence of the Proprietor of the industry.</span></p>
<p><span lang="EN-CA">Now, the industry has applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Water (Prevention & Control of Pollution) Act, 1974 for the operation of induction furnace through OCMMS alongwith requisite documents.</span></p>
<p><span lang="EN-CA">The industry has deposited Rs. 28000/- vide online UTR No. P229220185846486 dated 17/08/2022 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 34100/- vide online UTR No. P229220185842196 dated 17/08/2022 under Air (Prevention & Control of Pollution) Act, 1981 including Rs. 5600/- as NOC Regularization fee & Rs. 500/- as application fee against total gross value of fixed assets worth Rs. 93,55,685/- as on 30/06/2022 as per CA certificate submitted by the industry same are adequate up to 31.12.2026.</span></p>
<p><span lang="EN-CA">The industry has submitted allotment letter issued from PSIEC, Chandigarh for allotment of Plot No. 139, Focal Point, Batala tot the owner of the plot and further lease deed has submitted between owner of the plot and industry. The industry has also submitted building plan prepared by Competent Person under Factory Act, 1948. The industry has submitted provisional Certificate for Completion of APCD installed with the induction furnace issued PSCST, Chandigarh vide no. PSCST/TFD/527 dated 07/11/2022. The industry has also submitted feasibility report and design drawings of the bag house (APCD) installed with the induction furnace.</span></p>
<p><span lang="EN-CA">The industry was visited by AEE of this office on 24/11/2022 during Environment surveillance campaign and observed as under:-</span></p>
<p><span lang="EN-CA">1. The industry was in operation during visit.</span></p>
<p><span lang="EN-CA">2. The industry has installed one no. induction furnace of capacity 500 KG/heat.</span></p>
<p><span lang="EN-CA">3. The industry has installed bag filter house as APCD with pulse jet mechanism, which was in operation.</span></p>
<p><span lang="EN-CA">4. The representative produced provisional certificate issued by PSCST dated 07/11/2022 regarding installation of APCD as per PSCST design.</span></p>
<p><span lang="EN-CA">5. During visit, hood was properly placed over the crucible.</span></p>
<p><span lang="EN-CA">6. The industry has not provided energy meter on the APCD.</span></p>
<p><span lang="EN-CA">7. The industry has not provided Hazardous dust collection provisions at bottom of the APCD.</span></p>
<p><span lang="EN-CA">8. The industry has also not provided HW storage room.</span></p>
<p><span lang="EN-CA">9. The representative informed that the industry has come into operation recently and the industry has applied for CTOs. </span></p>
<p><span lang="EN-CA">RO has recommended that </span>the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for a period upto 30.09.2026 (upto validity of fee) with suitable conditions along with special conditions as under:-</p>
<p>1. The industry shall got its air emission samples from the Board Lab within 02 months period.</p>
<p>2. The industry shall apply for obtaining authorization under HWM Rules.</p>
<p><span lang="EN-CA">In view of the above, it is recommended that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for a period upto 30.09.2026 (upto validity of fee) with suitable conditions along with special conditions as under:-</span></p>
<p>1. The industry shall comply with the Standard Operating Practice for air pollution control in the induction furnace. </p>
<p>2. The industry will get the original completion certificate as issued by PSCST Chandigarh. </p>
<p>3. The industry shall got its Air Emission samples from the Board Lab within 02 months period.</p>
<p>4. The industry shall apply for obtaining authorization under HWM Rules.</p>
