<p class="MsoNormal" style="text-align: justify; text-indent: 1.5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">It is intimated that the industry is a small scale red category dyeing unit, the industry was earlier granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH3/2021/15181318 dated 25.07.2021 and under Air Act, 1981 vide no. CTOA/Renewal/LDH3/2019/9253726 dated 18.04.2019 for the production of Dyed Yarn @ 5000 Kgs/day with disposal of trade effluent @ 460.0 KLD and domestic effluent @ 0.5 KLD into 15 MLD CETP, which were expired on 23.07.2022 and 30.06.2022 respectively.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Thereafter, the industry had made expansion inside the premises by installing soft flow machines inside the premises without obtaining prior permission/ NOC from the Board and has applied varied consent to operate under Water Act, 1974 and Air Act, 1981 and the same were refused and directions u/s 33-A of the Water Act, 1974 were issued to seal the newly added soft flow machines.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">In compliance of the above said directions, the industry was visited by the AEE of this office on 24.11.2022 and during the visit all 07 soft flow machines of capacity (600KgX1), (450KgX2), (300KgX2), (150KgX1) & (50KgX1) installed by the industry were sealed in the presence of the representative of the unit. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-spacerun: yes;"> </span>Now, the industry has applied for varied consent to operate under Water Act, 1974 and Air Act, 1981 for the production of dyeing for all type of fabrics (polyester/pc/cotton) @ 3 T/day and dyeing for all type of yarn (polyester/pc/cotton) @ 2 T/day with disposal of trade effluent @ 495 KLD and domestic effluent @ 5.0 KLD into 15 MLD CETP. The industry had already deposited Rs. 72,000/- vide R. No. 70/5011 dated 28.01.2019 under Water Act, 1974 and Rs. 72,000/- vide R. No. 71/5011 dated 28.01.2019 under Air Act, 1981, which are adequate upto 30.06.2023. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry was visited by officer of this office on 24.11.2022 and observed that:-</span></p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in .0001pt 31.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">It is pertinent to mention here that as per the record of this office, earlier the industry had installed 32 cabinet machines of total capacity 1980 kg only but now the industry has replaced/ uninstalled some cabinet machines and now total 24 cabinet machines of total capacity 1740 were installed inside the premises, hence the industry has reduced the capacity of installed cabinet machines by 240 kgs. But the industry has added 07 soft flow machines inside the premises.</span></p>

The industry had already obtained shares @500KLD from the SPV to discharge its effluent into the conveyance system of CETP. </span></p>

The industry has also installed SCADA system with digital flow meter provided at final outlet of the industry connected with server of CETP.</span></p>

Wood was used as fuel during visit.</span></p>

Further the industry also added that the industry shall keep its discharge within the limits of shares obtained. The industry requested to de-seal its newly added soft flow machines.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0in; mso-add-space: auto; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">In view of above, it is recommended that the request of the industry may be considered and:-</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level4 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the dyeing of yarn and polyester fabric @ 3 TPD may be granted to the<span style="mso-spacerun: yes;"> </span>industry upto 30.06.2023 with the usual conditions and special condition that:-</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in .0001pt 67.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;"><span style="mso-list: Ignore;">·<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in .0001pt 67.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;"><span style="mso-list: Ignore;">·<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent.</span></p>
