Earlier the industry was granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH1/2018/8360664 dated 17.10.2018 valid upto 30.09.2021 & Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH1/2018/8344959 dated 17.10.2018 valid upto 30.09.2021 with special condition that the industry shall get its domestic effluent sample after STP analysed from Board’s lab and submit analysis results within one month.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> Now the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="TableParagraph" style="margin-left: 0in; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> The industry has deposited </span><span style="font-family: Tahoma, 'sans-serif';">Rs. 10800/- vide online UTR no. HDFCR52022120365006691 dated 03.12.2022 as NOC regularization fee, Rs. 528000/- vide online UTR no. HDFCR52022120365006691 dated 03.12.2022 under water Act, 1974, Rs. 528000/- vide online UTR no. HDFCR52022120365004160 dated 03.12.2022 which is adequate upto 30.11.2024 (after deducting 200 % penalty as per fee structure)</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; color: red;"> </span></p>
<p class="MsoBodyText" style="margin: 0in 5.05pt 0.0001pt 14.35pt; text-align: justify;"><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';"> The industry was visited by this office on 08.12.2022 & verified above mentioned facts and also observed as under:-</span></p>
<p class="MsoBodyText" style="margin-left: 59.15pt; text-align: justify; text-indent: -0.25in; line-height: 15.05pt;"><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">The industry was in operation and has installed machinery for spinning, knitting & garment production.</span></p>
<p class="MsoBodyText" style="margin-left: 59.15pt; text-align: justify; text-indent: -0.25in; line-height: 15.05pt;"><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">The industry has installed 02 DG sets of capacity 600 KVA each with canopy and adequate stack height.</span></p>
<p class="MsoBodyText" style="margin-left: 59.15pt; text-align: justify; text-indent: -0.25in; line-height: 15.05pt;"><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">There is no source of trade effluent, only domestic effluent is being generated, for which the industry has provided STP. But, during the visit, STP was non-operational and the entire effluent was being bypassed from collection tank itself.</span></p>
<p class="MsoBodyText" style="margin-left: 59.15pt; text-align: justify; text-indent: -0.25in; line-height: 15.05pt;"><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">Samples from the bypass stream were collected in the presence of representative of the industry.</span></p>
<p class="MsoBodyText" style="margin-left: 59.15pt; text-align: justify; text-indent: -0.25in; line-height: 15.05pt;"><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">The industry has not properly maintained the record of operation of STP.</span></p>
<p class="MsoBodyText" style="margin-left: 59.15pt; text-align: justify; text-indent: -0.25in; line-height: 15.05pt;"><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">The industry has provided fixed pipeline for bypassing the domestic effluent.</span></p>
<p class="MsoBodyText" style="margin-left: 59.15pt; text-align: justify; text-indent: -0.25in; line-height: 15.05pt;"><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">The sludge drying beds were also completely dry and wild growth of grass was present, clearly indicating non-operation of STP since long.</span></p>
<p class="MsoBodyText" style="margin-left: 59.15pt; text-align: justify; text-indent: -0.25in; line-height: 15.05pt;"><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 11pt; font-family: Tahoma, 'sans-serif';">The housekeeping near the STP area was also very poor.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif'; color: red;"> </span><span style="font-family: Tahoma, 'sans-serif';">In view of the above, it is recommended that:-</span></p>
<p class="MsoListParagraph" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be refused after affording an opportunity of personal hearing.</span></p>
