It is submitted that the industry is a Medium scale Red category industry involved in manufacturing of Corrugated Boxes and sheets using Kraft Paper Duplex as raw material. The Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was granted to the industry vide dated 06/07/2022 which was valid upto 05/01/2023 subject to suitable conditions. Earlier, The industry was visited by the undersigned on 11-4-2022 along with the JSO, Zonal Lab- Ludhiana and following observations were made:- 1.          The industry was in operation during visit & engaged in manufacturing of Corrugated Box & Sheet. 2.          The industry has installed boiler of capacity 03 TPH, in which pet coke is being used & has provided 02 stage alkali wet scrubber along with adequate stack height. 3.          The air emission samples were collected by Zonal Lab, Ludhiana and as per their office endst. No. 174 dated 25.04.2022, the Particulate Matter is 304 mg/Nm3 against 500 mg/Nm3 and SO2 is 432 mg/Nm3 against 400 mg/Nm3. 4.          The SO2 limits in the air emissions are slight above the prescribed limits of the Board due to in-sufficient lime dosing in the Wet scrubber observed during visit. 5.          The industry has now installed ETP for treatment of trade effluent from washing section & domestic effluent generated from the industry. The treated effluent was being discharged onto land for plantation within premises. 6.          The Aerators in the Aeration tank were not working during visit. The treated effluent samples were collected during visit and samples were sent to Zonal Lab, Ludhiana. As per their report, the parameters are pH @ 7.1 against 6.5-8.5, TSS @ 154 mg/l against 100 mg/l, TDS @ 586 mg/l against 2100 mg/l, COD @ 396 mg/l and BOD @ 120 mg/l @ 100 mg/l. 7.          The parameters of effluent samples are above the prescribed limits of the Board. 8.          The industry has not installed any Water meter at source of Water supply and at outlet of ETP and therefore, water auditing could not be done. 9.          The industry has not maintained record of Hazardous Waste produced by the industry. 10.      Fresh saplings were planted by the industry in the plantation area and empty barrels of ink were found lying open. As the industry is violating the provisions of Air (Prevention & Control of Pollution) Act, 1981, Water (Prevention & Control of Pollution) Act, 1974 and Hazardous (Waste & Management) Rules,2016, show cause notice was issued to the industry for above said violations along with opportunity of personal hearing. In compliance of decisions of personal hearing given to the industry before Chief Environmental Engineer, Ludhiana, the site of the industry was again visited by the undersigned on 08.08.2022 & it was observed as under:- 1.      The industry was in operation during visit & engaged in manufacturing of Corrugated Box & Sheet. 2.      The industry has installed boiler of capacity 03 TPH, in which pet coke is being used & has provided 02 stage alkali wet scrubber along with adequate stack height. 3.      The air emission samples were collected by Zonal Lab, Ludhiana and as per the report of Zonal Lab, Ludhiana, the Particulate Matter is 50 mg/Nm3 against 500 mg/Nm3 and SO2 is 314 mg/Nm3 against 400 mg/Nm3 which is within prescribed limits of the Board. 4.      There was no effluent at outlet of ETP due to which effluent samples could not be collected. The industry was again visited by undersigned on 11/10/2022 to collect the treated trade effluent and it was observed as under: - 1.      The industry was in operation during visit. 2.      The industry has installed ETP for treatment of trade effluent from printing section and other sections generated from the industry which was not in operation during visit. 3.      The Aeration tank installed by the industry was found empty and paint work was going on during visit. 4.      The flexible pipe was observed directly from the collection tank of the ETP to the underground hole (at front gate) disposal of which is unknown. The underground hole might be leading to unknown disposal point or borewell. 5.      The ETP operator switched off the motor pump of flexible pipe on arrival of the undersigned. However, the untreated effluent was still present in flexible pipeline which was collected and sent to Zonal Lab, Ludhiana for analysis. 6.      The industry has now installed Water meter at source of Water supply but no meter at outlet of ETP was present. The industry is not maintaining any record and therefore, water auditing could not be done. 7.      The industry has not maintained record of Hazardous Waste produced by the industry. 8.      The stagnation was observed in the plantation area but it appears to be due to rain which happened in last night. 9.      The industry has failed to comply with the decisions of personal hearing. As the industry was found violating the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Hazardous (Waste & Management) Rules,2016, Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 was revoked and directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 has been issued against the industry to PSPCL for electricity disconnection. Now, the industry has again applied for Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 along with requisite documents and fees.  The industry has submitted that they have rectified all the discrepancies observed during visit and has submitted the photographic proofs of the same. The reply submitted by the industry may kindly be perused. In view of the above and reply submitted by the industry, if approved:- 1.    Suitable Environmental Compensation may be imposed to the industry for violations observed earlier during visit on 11/04/22 and 11/10/22. 2.    Application of Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 may be decided for short term subject to suitable conditions. 3.    Directions issued u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be dropped temporarily subject to imposition/       deposition of Environmental Compensation.   Submitted as discussed, please.   (Agenda Auto-generated) (Industry submission attached)
