File Note:
It is informed hereby that this is one of the several cases in which M/s JBR Technology has made new agreement with the industry inspite of directions issued by the Board.

There are many small scale units operating under the jurisdiction of Regional Office-2, Ludhiana in which M/s JBR Technologies (CETP Operator) have made new agreement with the industries inspite of directions issued by the Board.

This is leading to the haphazard growth of water polluting units in the area as these tiny units are unaware of the fact that the CETP Operator cannot make addtional agreements and they go on to install the machinery without having know how that they will not be eligible for the consent to operate from the Board. The situation is further worsen due to the fact that the PSPCL Authorities release connection to the industries without NOC of the Board.

In such a scenario, it is recommended that the matter may be placed before the Competent Authority of the Board as CETP Operator is liable for immediate action for continous non-compliance of the orders of the Board.

This matter requires immediate attention of the Competent Authority of the Board as many small/tiny scale unit are suffering because of this non-compliance by CETP Operator.

It is also hereby submitted that until or unless the CETP Operator stops making agreement with the units, the water polluting industries will continously grow as the primary concern of the industries is to make agreement with the CETP Operator.

It is only when the consent to operate is applied and refused, the industry comes to know that the agreement made by it is illegal, however by that time the industry had already invested on the plant and machinery.
