<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Verdana, 'sans-serif';">It is submitted that the industry is small scale orange category unit and it is engaged in the process of plastic granules. The industry has been established without obtaining prior NOC from the Board.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Verdana, 'sans-serif';">Now the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS on 28.11.2022 for production of plastic granules @ 1.5 TPD by using Solid Plastic Waste i.e. Tub, Bucket, Chair etc @ 1.7 TPD as raw material.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Verdana, 'sans-serif';">The details of manufacturing process are Raw material, cutting of solid plastic in grinder machine, Mixing of solid waste plastic in mixture machine, Melting of solid plastic in main machine with heat and pressure, Cooling of melted solid plastic to prepare it for cutting process, Cutting of solid plastic, Final packing and Dispatch.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Verdana, 'sans-serif';">The industry has submitted copy of Rent Deed as the proof of date of commissioning of the industry, as per which the industry has taken the said plot on lease on 01.03.2022. The industry is located in designated Industrial Area i.e. Phase-6, Focal Point, Ludhiana.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Verdana, 'sans-serif';">The industry has consent fee deposited Rs. 10,800/- vide R.No. N290222166772711 dated 17.10.2022 under the Water Act, 1974, Rs. 10,800/- vide R.No. N290222166791990 dated 17.10.2022 under the Air Act, 1981 and Rs. 1,800/- vide R.No. N290222166752536 dated 17.10.2022 as NOC regularization fee, which is adequate upto 30.09.2027 against gross value of fixed assets Rs. 13.50 Lacs and plant & machinery Rs. 13.00 Lacs as on<span> </span>31.03.2022.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Verdana, 'sans-serif';">The applicant is repeatedly applying for consent to operate of the Board under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 without attending to observations of this office and has not given any proposal for installation of APCD. The applicant claims that there is no need to install APCD.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Verdana, 'sans-serif';">Accordingly, the industry was visited by the AEE of this office on 12.12.2022 and it was observed that:-</span></p>

<p class="Default" style="margin: 0in 0in 6pt 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt;"><span style="font-family: Calibri, 'sans-serif'; color: windowtext;"><span>2.<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; line-height: normal; font-family: 'Times New Roman';"> </span></span></span><span style="font-family: Verdana, 'sans-serif'; color: windowtext;">The industry is using waste plastic of all kinds such as </span><span style="font-family: Verdana, 'sans-serif';">Tub, Bucket, Chair, Plastic carry bags/packing material etc</span><span style="font-family: Verdana, 'sans-serif'; color: windowtext;"> for manufacturing of plastic granules.</span></span></p>
<p class="Default" style="margin: 0in 0in 6pt 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt;"><span style="font-family: Calibri, 'sans-serif'; color: windowtext;"><span>3.<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; line-height: normal; font-family: 'Times New Roman';"> </span></span></span><span style="font-family: Verdana, 'sans-serif'; color: windowtext;">The plastic waste is stored beyond the capacity and open to sky. The premises of the unit are generating foul smell from the unscifientic storage and from the melting operation of the unit.</span></span></p>
<p class="Default" style="margin: 0in 0in 6pt 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt;"><span style="font-family: Calibri, 'sans-serif'; color: windowtext;"><span>4.<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; line-height: normal; font-family: 'Times New Roman';"> </span></span></span><span style="font-family: Verdana, 'sans-serif'; color: windowtext;">The industry has installed one cutter, 02 mixtures, one grinder.</span></span></p>
<p class="Default" style="margin: 0in 0in 6pt 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt;"><span style="font-family: Calibri, 'sans-serif'; color: windowtext;"><span>5.<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; line-height: normal; font-family: 'Times New Roman';"> </span></span></span><span style="font-family: Verdana, 'sans-serif'; color: windowtext;">The industry has also installed one extruder without any arrangements to control the process emissions generated from extruder before discharge into atmosphere.</span></span></p>
<p class="Default" style="margin: 0in 0in 6pt 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt;"><span style="font-family: Calibri, 'sans-serif'; color: windowtext;"><span>6.<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; line-height: normal; font-family: 'Times New Roman';"> </span></span></span><span style="font-family: Verdana, 'sans-serif'; color: windowtext;">The industry has also not obtained registration under Plastic Waste Management Rules, 2016.</span></span></p>
<p class="Default" style="margin: 0in 0in 6pt 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt;"><span style="font-family: Calibri, 'sans-serif'; color: windowtext;"><span>7.<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; line-height: normal; font-family: 'Times New Roman';"> </span></span></span><span style="font-family: Verdana, 'sans-serif'; color: windowtext;">There is no source of trade effluent. Domestic effluent is discharged into sewer & cooling water is re-circulated through cooling tower.</span></span></p>
<p class="Default" style="margin: 0in 0in 6pt 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt;"><span style="font-family: Calibri, 'sans-serif'; color: windowtext;"><span>8.<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; line-height: normal; font-family: 'Times New Roman';"> </span></span></span><span style="font-family: Verdana, 'sans-serif'; color: windowtext;">The industry has not installed any boiler, furnace and DG set in the premises.</span></span></p>
<p class="Default" style="margin: 0in 0in 6pt 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt;"><span style="font-family: Calibri, 'sans-serif'; color: windowtext;"><span>9.<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; line-height: normal; font-family: 'Times New Roman';"> </span></span></span><span style="font-family: Verdana, 'sans-serif'; color: windowtext;">The industry has submitted approved building plan from Sh. Rajnish Kumar Singla competent person recognized by Director of Factories, Punjab.</span></span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: normal;"><span style="font-size: 12pt; font-family: Verdana, 'sans-serif'; background: white;">In view of above, it is recommended that consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 may be refused, please.</span></p>
