The industry is a small-scale red category unit engaged in the process of manufacturing of finished leather @ 15000 kg/day from raw hide with the discharge of trade effluent @ 125 KLD into drain leading to CETP. The industry was granted consent under Water Act, 1974 valid upto 30.06.2020.                 Thereafter, in compliance of orders of Hon'ble High Court, the Board decided for the closure of the industries (61 tannery units included this unit) and PSPCL authorities were directed to disconnect the electric connection available with the industry and consent under Water Act, 1974 granted to the industry was revoked.                The industry was granted consent under Water Act, 1974 dated 23.10.2020 valid upto 31.03.2021 for dry finishing and manufacturing of crust leather @ 1800 sq.mtr/day and the electric connection of the industry was restored temporarily upto 31.03.2021, further extended from time to time and lastly upto 31.12.2021.                   The industry has now applied for consent under Water Act, 1974 for manufacturing of Finished Leather @ 9000 Kgs/day by using wet blue leather. Regional Office has reported that the industry was visited by AEE on 29.11.2022 and observed that the industry is engaged in manufacturing of finished leather from wet blue leather at site. The industry has installed 8 no. wooden drums (6 of (10X10), 2 of (8X8)),1 PP drum of size 10X10 for leather dyeing. The industry is now only carrying out dyeing process in its premises. The industry has consumed 5361 KL of fresh water in the process since 01.09.2022 and has discharge 5134 KL into the CETP drain. As such the record seems to be in consonance. ·        The industry has installed one boiler of capacity 3 TPH with cyclone as APCD & stack of adequate height. The industry is regularly lifting its hazardous waste to PETS.                  In view of above, it is recommended that:- 1.       Directions u/s 33-A of Water Act, 1974 may be issued to PSPCL authorities to restore the electric connection of the industry upto 31.03.2023. (Competency-Chairman of the Board) 2.       Consent under Water Act, 1974 may be granted to the industry upto 31.03.2023 for manufacturing of Finished Leather @ 9000 Kgs/day by using wet blue leather with suitable conditions and additional condition that the industry will not discharge more than 125 KLD of effluent into the CETP drain.(Competency Senior Environmental Engineer)
