<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">Earlier, the project proponent was granted consent to operate under red category under the Water (Prevention & Control of Pollution) Act, 1974 vide no. R13SASCTOW604260 dated 18.12.2013 which was valid upto 31.03.2017 and Air (Prevention & Control of Pollution) Act, 1981 vide no. R13SASCTOA396958 dated 26.11.2013 which was valid upto 31.03.2017 for operation of 200 shops, 4 multiplexes and 5 restaurants in an area of 1,43,090 sq.ft. (13,292 sqm) with the final disposal of domestic effluent @ 198 KLD, 115 KLD into sewer and remaining in flushing after treatment subject to certain conditions mentioned therein.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">Thereafter, a letter was received from the Zonal Office-I, Patiala and requested to visit the site of the project proponent ad send the detailed status report. The detailed report was sent Zonal Office-I, Patiala vide this office letter no. 2790 dated 30.06.2015.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">The project proponent was issued show cause notice for revoking / cancellation consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith opportunity of personal hearing before the worthy Chairman of the Board on 13.08.2015 to explain the position for non compliance of the consent conditions, failing which, it will be presumed that the project proponent has nothing to say and action will be taken as per the provisions of the said Acts without any further notice opportunity.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">The project proponent was given personal hearing before the worthy Chairman of the Board on 13.08.2015, wherein, it was decided as under:</span></p>
<p class="MsoListParagraph" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">Environmental Engineer, Regional Office, SAS Nagar shall monitor the compliance by the project proponent as per state and submit report.</span></span></p>
<p class="MsoListParagraph" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">A suitable reply / status report be sent to MOEF in reference to its letter dated 19.12.2014.</span></span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">The project proponent was issued violation notice with the request to apply for renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide this office letter no. 666 dated 22.02.2021.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">Thereafter, the project proponent applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, the same was returned back being incomplete with certain observations mentioned therein.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">Now, the project proponent has applied for further renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Multiplex & Shopping mall (Commercial Complex) alongwith requisite documents which may kindly be perused.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"> </span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">The project proponent has deposited Rs. 720500/- vide UTR. No. UBINR22021032501460363 dated 25.03.2021 and Rs. 288000/- vide UTR No. UBINH22315769501 dated 11.11.2022 under Water (Prevention & Control of Pollution) Act, 1974 including Rs. 500/- as FDF fee and Rs. 720500/- vide UTR. No. UBINR22021032501460821 dated 25.03.2021 and Rs. 288000/- vide UTR No. UBINH22315769302 dated 11.11.2022 under Air (Prevention & Control of Pollution) Act, 1981. The detail of fee is tabulated below:</span></p>
<p class="MsoListParagraph" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%; margin: 0in 0in 12.0pt 0in;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><span style="line-height: 150%;">The project proponent has submitted through Whatsapp that they had submitted Rs. 601100/- vide UTR No. UBINH22347679072 dated 13.12.2022 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 597500/- vide UTR No. UBINH22347679157 dated 13.12.2022 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the project proponent is adequate upto 31.03.2024 under both Acts.</span></span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">The project proponent has submitted compliance report of the previous granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as EC granted by the competent authority. The project proponent has submitted completion certificate issued by MC, Zirakpur.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"> </span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;">The project proponent has submitted analysis report of the effluent samples (Outlet of STP), carried out NABL approved laboratory i.e. M/s Environ Tech Laboratories on 18.11.2022, the conc. of the parameters was within the prescribed limits of the Board as <span style="line-height: 150%;">tabulated below:</span></span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">The project proponent has submitted an undertaking in which mentioned that:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal; margin: 0in 45.0pt .0001pt .5in;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><strong><em>“It is to be submitted that Environmental Clearance was granted to Project in 2008 by MoEF but without any expiry date for the same or time limit mentioned to its validity. Hence, no extension ever applied and as per the EC granted, no question ever raised for filling for the revalidation/ extension/ renewal. It is for your kind consideration please and requested to grant renewal of CTOs.</em></strong></span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal; margin: 0in 45.0pt 12.0pt .5in;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><strong><em>Delay in filing the same was due to some management issues. Some partners of the group live abroad and they could not come to India for their health issues. However, the same has been resolved now and we deeply regret of the delay.”</em></strong></span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">The site of the project was visited by Environmental Engineer alongwith AEE of this on 13.12.2022. During the visit, it was observed as under:</span></p>

<p class="MsoListParagraph" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">The project proponent has installed water meter on the source of water supply as well as outlet of STP. </span></span></p>
<p class="MsoListParagraph" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">The project proponent is reusing the treated effluent onto land for plantation / flushing and excess is discharge into sewer. </span></span></p>
<p class="MsoListParagraph" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1;"><span style="font-size: 12pt; font-family: tahoma, arial, helvetica, sans-serif;"><!-- [if !supportLists]--><span style="line-height: 150%;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]--><span style="line-height: 150%;">The project proponent has provided dual plumbing system for reusing treated wastewater in the flushing purpose.</span></span></p>

The project proponent guided to extend the stack height of the chimney to suitable height. </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: tahoma, arial, helvetica, sans-serif; font-size: 12pt;">In view of the above, it is recommended that:</span></p>
