RO has reprted that earlier the consent to operate under Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention & control of Pollution) Act, 1981 was granted upto 31/12/2030 for the operation of Food Court vide online reference no. CTOW/Fresh/PKT/2021/17234362 & CTOA/Fresh/PKT/2021/17234367 dated 13/11/2021 respectively under green category.           The industry was visited by the officers of this office on 30/08/2022 and it was observed that the establishment is a multipurpose building and currently has restaurants namely Burger King, Nik Bakers, KFC, Pizza Hut, Brew Estate (Microbrewery), Barbeque Nation etc. The establishment had earlier, applied for CTOs under green category and submitted wrong information to the Board due to which CTOs were granted under green category, however, the establishment covered under orange category. Accordingly, the CTOs granted to the Food Court have been revoked vide letter no. 2059 & 2060 dated 05/08/2022.           Now the industry has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for the operation of Food Court through OCMMS.                       The industry has already deposited Rs. 80,300/- Vide UTR No. JAKA211025972975 dated 25/10/2021 & Rs. 79,800/- Vide UTR No. JAKA211025973015 dated 25/10/2021 and now deposited Rs. 29030/- vide UTR No. 185545689 dated 29/11/2022 & Rs. 29480/- vide UTR No. 177111981 dated 29/11/2022 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 500/- as Form Downloading fee against total gross value of fixed assets worth Rs. 12,03,08,126.34/- as on 30/09/2022 and same are adequate upto 30/09/2026 under both Acts.          The industry was visited by Assistant Environmental Engineer, Regional Office, Batala on 02/12/2021 and observed as under:- <p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -28.35pt; line-height: normal; margin: 0in 0in 0.0001pt 28.35pt;">1.        The establishment in operation. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -28.35pt; line-height: normal; margin: 0in 0in 0.0001pt 28.35pt;">2.        Now the establishment has applied for CTOs with increased discharged, which seems reasonable. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -28.35pt; line-height: normal; margin: 0in 0in 0.0001pt 28.35pt;">3.        For treatment of all the domestic and trade effluent, STP based on MBBR is installed. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -28.35pt; line-height: normal; margin: 0in 0in 0.0001pt 28.35pt;">4.        During visit, sufficient effluent was not available and no discharged was being made from the STP outlet. However, the aeration of MBBR was in operation for maintaining bacteria.    <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -28.35pt; line-height: normal; margin: 0in 0in 0.0001pt 28.35pt;">5.        The records of STP operation are being maintained. As per records the treated effluent remains between 40 to 50 KLD. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -28.35pt; line-height: normal; margin: 0in 0in 0.0001pt 28.35pt;">6.        The treated effluent used for irrigation of nearby orchards. No tanker was found at the site as observed during previous visit. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -28.35pt; line-height: normal; margin: 0in 0in 0.0001pt 28.35pt;">7.        The microbrewery established in the food plaza has also started installation of ETP and has applied for CTOs. <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -28.35pt; line-height: normal; margin: 0in 0in 0.0001pt 28.35pt;">8.   The Solid Waste is got lifted to MC, Pathankot. The establishment is yet to install bio composter.   <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -28.35pt; line-height: normal; margin: 0in 0in 0.0001pt 28.35pt;">9.     The industry has installed 3 no. D.G. Sets of capacity 62.5 KVA, 320 KVA & 625 KVA , which are provided with canopies. (Agenda Note is also attached herewith). <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -28.35pt; line-height: normal; margin: 0in 0in 0.0001pt 28.35pt;">  RO has recommended that the fresh consent to operate under Water (Prevention & control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year period with suitable conditions along with the special condition that :- <p class="MsoListParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -27.6pt; line-height: 24px; margin: 0in 0in 0.0001pt 27.6pt;">1. The establishment shall installed biocomposter/Vermicomposting pits for disposal of food and organic waste.   <p class="MsoListParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -27.6pt; line-height: 24px; margin: 0in 0in 0.0001pt 27.6pt;">2.   The establishment shall get its effluent samples analysed from Board’s Lab.  <p class="MsoListParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -27.6pt; line-height: 24px; margin: 0in 0in 0.0001pt 27.6pt;">  <p class="MsoListParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -27.6pt; line-height: 24px; margin: 0in 0in 0.0001pt 27.6pt;">EEZO has observed that the RO/Project has not submitted compliance of the decisions of PH before SEE dated 01.11.2022, therefore RO/Project has to submit the compliance as stated above.
