It is intimated that the industry is a Pesticides formulation unit and has applied for Consent to Establish 'NOC' from pollution angle for under the Water Act, 1974 and the Air Act, 1981 for manufacturing of AZOXY 11 + TEBU 18.3 % SC @ 1500 Ltr/day, Cartap hydrochloride 4% G @ 10 MT/day, Chlorpyriphos 20% EC @ 500 Ltr/day, MANCOZEB 50% WP @ 1 MT/day, Sulphur 80% WG @ 1 MT/day and Thiomexthoxam 30% FS @ 200 Ltr/day by using sand @ 150 MT/year, Powder Technical Product Wise @ 40 MT/year, GUM @ 15 MT/year, Emulsifier @ 15 KL/year, Solvent @ 9 KL/year, China Clay @ 15 MT/year, Colour Dye @ 2 MT/year and Sea Weed @ 20 MT/year for discharge of domestic effluent @ 1.2 KLD onto land for plantation after passing through septic tank under orange category along with requisite documents and fee. The industry has deposited Rs. 5600/- vide R. No. 846470000 dated 04.12.2022 against the project cost of Rs. 99.85 lakh, which is adequate for one year, which is adequate for one year. The industry has submitted a Project Report, GST, Classification of Land Use, Registry, Jamabandhi etc.  The industry has submitted report regarding classification of land from DTP, Patiala vide memo no. 2375 DTP(P)/A-34 dated 21.11.2022, wherein, it has been mentioned that the site falls in Notified Local Planning area of Samana and Master plan of Samana is yet to be prepared. It is probability that the site will be falls in the industrial land use Zone. The industry as per application has proposed to install water scrubber as APCD to control emissions generated from the process. Also, it has proposed to install septic tank for treatment of domestic effluent to be generated from fresh water consumption of 10 workers including officials, out of which 2 workers will be part of residential population. The industry was visited by Asstt. Environmental Engineer of this office on 08/12/2022. During the visit, it was observed that: 1.        The industry has already constructed 1 no. store and office building. 2.        The industry has not installed any machinery. 3.        No lal lakir/phirni, residential area comprising of 15 Pucca Houses, MC/NP limit, Wildlife Sentury/Zoo  fall within 100 meters from the proposed site. 4.        The domestic effluent will be discharged on to land for plantation after passing through septic tank. 5.        The industry has proposed generate 0.5 KLD trade effluent & same  will be generated and same will be treated through ETP consisting of out oil & grease trap --> Collection Tank --> PH Neutralization tank --> Polishing Tank --> Silica Sand Filter --> Activated Carbon Filter --> Treated effluent storage tank. The treated effluent will be transferred to wastewater recirculation tank of wet scrubber. 6.        The industry has proposed to install wet scrubber as APCD to control the fumes and gases generated while the mixing of various formulation. 7.        The industry has proposed 1 no. D.G. set of capacity 30 KVA with canopy and stack of adequate height. The industry is complying with the general siting guidelines for the establishment of such type of units.   In view of the above, if approved, the recommendation may be sent to SEE, ZO-1, may be granted consent to establish (NOC) from pollution subject to the suitable conditions and additional conditions as per policy of the Board.   ( Competency: SEE, ZP-1, Patiala)
