File Note: <p style="text-align: justify;">Discussed with worthy CEE Sir.</p> <p style="text-align: justify;">The CETP 15 MLD is not achieving the prescribed standards. Further, in the State Level Monitoring Committee meeting dated 03.08.2022 under the Chairmanship of Secretary, Science, Technology &amp; Environment (STE), Govt. of Punjab, wherein, the Committee took serious note of consistent failure of 15 MLD CETP installed at Bahadurke Road, Ludhiana since its commission in March, 2020. Further, observed that CETPs of capacity 40 MLD and 50 MLD installed at Focal Point, Ludhiana are also non-compliant.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">The committee further directed PPCB to further issue notice with 2 months timeline regarding shut down of 15 MLD CETP if it fails to achieve desired results.</p> <p style="text-align: justify;">&nbsp;Thereafter, the SPV has added the DAF system with the existing components of the CETP and effluent sample from the CETP was again collected by the officers of the Board on 06.10.2022 after the installation of the DAF system and the effluent samples were again beyond the prescribed standards.</p> <p style="text-align: justify;">Thereafter on the request of the SPV, BKTKA again effluent sampling of the CETP was again carried out on 09.11.2022. During the visit 03 sets of the effluent samples were collected and the same were sent to 03 different labs for analysis i.e.&nbsp;Sophisticated Analytical Instrument Laboratories, Patiala, Zonal Lab, Ludhiana and Punjab Biotechnology Incubator, SAS Nagar, Mohali. The results of sampling is attached.</p> <p style="text-align: justify;">As per the analysis report, TDS, TSS, COD, BOD, colour, Bio-assay, Sulphide, O&amp;G, SAR are beyond the permissible limits of the Board.</p> <p style="text-align: justify;">In view of above, it is recommended that notice u/s 33-A of the Water (Prevention &amp; Control of Pollution) Act 1974 may be issued to the SPV for closure of CETP as well as all the CETP members units alongwith imposition of Environmental Compensation and refusal of consents with an opportunity of personal hearing before the Hon'ble Chairman of the Board.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">Competency : Hon'ble Chairman of the Board.</p>
