<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;">The industry was granted 'Consent to Operate' under the Water Act, 1974 & Air Act, 1981 vide no. CTOW/Fresh/MOG/2018/7105663 & CTOA/Fresh/MOG/2018/7105104 dt. 12.03.2018, valid upto 30.09.2022 for manufacturing of Plastic Dana @ 290 kgs/day & Industrial Packing Material @ 290 kgs/day by using Fresh Plastic Waste @ 300 Kgs/day & Fresh Dana @ 300 Kgs/day subject to certain conditions mentioned therein along with specific condition as under</p>
<p class="MsoNormal" style="margin-left: .5in; text-align: justify;"><em>(a) The industry shall not manufacture, stock, distribute, recycle and sell the plastic carry bags. </em></p>
<p class="MsoNormal" style="margin-left: .5in; text-align: justify;"><em>(b) The industry shall comply with the provisions of notification no. 5/18/2016-4Ig4/692717/1 dated 18.02.2016 issued by the Department of Local Government, Govt. of Punjab and notification no. SO. 438/P.A9/1994/S30/2016 dated 29.03.2016 issued by the Department of Rural Development & Panchayat, Govt. of Punjab in letter & spirit. </em></p>
<p class="MsoNormal" style="margin-left: .5in; text-align: justify;"><em>(c) The industry shall comply with the provisions of Plastic Waste Management Rules, 2016.<span style="mso-spacerun: yes;"> </span></em></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;">Now, the industry has applied for renewal consent to operate under the Water Act, 1974 & the Air Act, 1981 with same capacity under orange category through OCMMS of the Board. Detail of the case is as under:</p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 38.5pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;"><span style="mso-list: Ignore;">·<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry has submitted CA certificate dated 14.09.2022, showing value of gross fixed assets of Rs. 10.40 lakhs (including value of machinery @ 4.55 lakhs) as on 11.09.2022.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 38.5pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;"><span style="mso-list: Ignore;">·<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry has submitted bank certificate issued by Union Bank, Moga dated 18.10.2022, relevant part of which is reproduced as under:</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 38.5pt; mso-add-space: auto; text-align: justify;"><em>"This is to certify that we have made two NEFT of Rs.9000/- each on dated 15-09-2022 in favour of Punjab Pollution Control Board having UTR NO are UBINJ22258092685 and UBINI22258074145 REF NO 0006598361 AND 00659991049 respectively from account number 510101006767242 SHIVAM POLYMERS Moga."</em></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 38.5pt; mso-add-space: auto; text-align: justify;"> </p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 38.5pt; mso-add-space: auto; text-align: justify;">Further, a mail dated 16.11.2022 was also sent to DCFA & Computer Section for verification / acknowledgment regarding deposition of consent fee under the Water Act, 1974 & the Air Act, 1981 by the industry and same has acknowledged by Computer Section Branch & DCFA Branch vide email dated 14.12.2022. Fee deposited by the industry is adequate upto 30.09.2027 under both the Acts.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 38.5pt; mso-add-space: auto; text-align: justify;"> </p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 38.5pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;"><span style="mso-list: Ignore;">·<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry has submitted compliance report of conditions imposed in previous consent granted to it.</p>
<p class="MsoNormal" style="text-align: justify;">The industry was visited by the AEE of this office on 17.11.2022 and it was observed as under:-</p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.5in; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry was not in operation during visit and engaged in manufacturing of plastic granules and industrial packing material.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.5in; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry has installed Mixture & Extruder for manufacturing of plastic granules by using only virgin plastic packing material.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.5in; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry has provided hoods with the mixture and extruder for capture of fumes. Both hoods were connected to wet scrubber as APCD through a pipe with adequate stack height along with sampling arrangements.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.5in; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry has installed 01 no. mixture & 02 no. extruders for manufacturing of industrial virgin plastic packing material using only fresh granules equipped with separate hoods for capture of fumes. Both hoods were connected to common wet scrubber as APCD through a pipe with common adequate stack height along with sampling arrangements.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.5in; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry is not found manufacturing plastic carry bags and no storage of plastic carry bags were found in the premises during visit.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.5in; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->Domestic effluent is being discharge into sewer after septic tank.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.5in; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->No trade effluent was being generated from the process.</p>
<p class="MsoListParagraphCxSpLast" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.5in; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry is complying with the provisions under Water Act, 1974 & Air Act, 1981.</p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;">In view of above, it is recommended that consent to operate under Water Act, 1974 and Air Act, 1981 may be granted to the industry for a period upto 30.09.2027 / upto adequacy of fee with suitable conditions alongwith specific conditions as under:</p>
