<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-US">Earlier, Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was granted to the industry for manufacturing of Zinc Oxide @ 9 MTD by using Zinc metal, Zinc Dross, Zinc Ash, Zinc Waste & Zinc Ingots (All types of ferrous & Non-ferrous metals) @ 9.2 Metric Tonnes/Day as raw material. The Consent to Operate was granted vide dated 29/11/2021 which were valid upto 28/11/2022 subject to suitable conditions and special conditions as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-indent: -18pt; text-align: justify;"><span lang="EN-US">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry shall not use zinc dross/ zinc ash until it obtains actual user passbook and authorization under Hazardous & Other Wastes Rules, 2016.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-indent: -18pt; text-align: justify;"><span lang="EN-US">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry shall submit stack emissions analysis report of the furnace from Board’s/approved lab within 01 month.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-US">Now, the industry has applied for Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents and fees.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-US">The industry has submitted Compliance report of previous consent conditions and Latest CA Certificate regarding Fixed assets. The documents submitted by the industry may kindly be perused.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-US">The industry was visited by officer of the Board on 20.05.2022 and reported that the industry was engaged in process of manufacturing of zinc oxide, alloy ingots. The cyclone followed by bag filter house as APCD provided with the rotary furnace was found in operation. But, the industry was found emitting black smoke from its stack. The industry was using furnace oil as fuel.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-US">The industry was issued notice u/s 31-A of the Air Act, 1981 alongwith show cause notice for cancellation of consent to operate granted under Air Act, 1981 with hearing before Chairman of the Board on 08.09.2022. After hearing, the Chairman of the Board directed as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-indent: -18pt; text-align: justify;"><span lang="EN-US">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry shall provide CCTV cameras on the stack of the industry and shall share its internet link with the Regional Office-1, Ludhiana.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt; text-align: justify;"><span lang="EN-US">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry shall operate its APCD regularly and efficiently, so as to ensure that air emissions are within the prescribed limits.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt; text-align: justify;"><span lang="EN-US">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry is warned that if in future black smoke is found emitted, strict actions as per law shall be taken.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-indent: -18pt; text-align: justify;"><span lang="EN-US">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The Environment Engineer Regional Office-1, Ludhiana shall keep the industry under surveillance and shall report the matter, accordingly.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-US">The industry was visited by the undersigned on 06/12/2022 and it was observed as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-indent: -18pt; text-align: justify;"><span lang="EN-US">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry was in operation during the visit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt; text-align: justify;"><span lang="EN-US">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry has installed fixed melting furnaces 3 pairs and furnaces are operated with furnace oil. The industry has already provided stack of 34 mtrs to release emission from burning of furnace oil as per record.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt; text-align: justify;"><span lang="EN-US">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry is melting zinc metal and is manufacturing zinc oxide. The industry has installed pipelines bag filters system to collect zinc oxide powder.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt; text-align: justify;"><span lang="EN-US">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry is not generating any trade effluent and domestic effluent is discharged into sewer.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-indent: -18pt; text-align: justify;"><span lang="EN-US">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry has installed DG set of capacity 125 KVA which is equipped with canopy & stack of adequate height.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-US">It is also added that no black smoke is observed by the undersigned during routine visit to the area from the undersigned. The industry is using furnace oil as fuel with adequate stack height. However, it has failed to provide CCTV cameras for the stack of the industry as per the decisions of personal hearing.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-US">In view of above, if approved, it is recommended that the industry be granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for a short period of six months i.e. upto 30/06/2022 subject to suitable conditions and following conditions:</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-indent: -18pt; text-align: justify;"><span lang="EN-US">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US">The industry shall provide CCTV cameras on the stack of the industry and shall share its internet link with the Regional Office-1, Ludhiana.</span></p>
