<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">•The applicant has applied for obtaining consent to establish (NOC) of the Board from pollution angle under the provisions of the Water Act, 1974 and Air Act, 1981 for Hospital having 28 beds capacity and deposited Rs. 1000/- through online vide R.no. BARBU22311973535 dated 07.11.2022, which is adequate for one year. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">• The HCF has submitted a copy of CLU from the Municipal Corporation, Bathinda vide his office memo no. 71/ATP dated 24.09.2019, that land area measuring 631.55 sq.yards located at Bathinda-Barnala Bye Pass, <span style="mso-spacerun: yes;"> </span>Near Guru Gobind Singh Nagar, Bathinda.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">• The HCF has submitted an undertaking that they will install liquid waste treatment as per Bio-Medical Waste Rules, 2016 and will comply with the standard of discharge of treated effluent into public sewer as prescribed under the said rules.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">• The HCF has further submitted they will make agreement with the common Bio-Medical Waste facility at Sri Muktsar Sahib for the treatment and disposal of bio-medical waste. The HCF has also submitted that they will comply with the provisions of the Bio-Medical Waste Rules, 2016.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">• The site of the HCF was visited by AEE of this office on 13.12.2022 and it was observed as under-</span></p>

<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="color: black; mso-themecolor: text1;">The HCF has completed its building work, however, installation of electric and mechanical equipment is under progress.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="color: black; mso-themecolor: text1;">The sewer line passing before the hospital is connected with the terminal STP of Bathinda city which is MBBR based and of capacity 52 MLD.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="color: black; mso-themecolor: text1;">The HCF has proposed that they will install treatment facility for the liquid waste to be generated from the hospital as well as submitted that the HCF will comply with the BMW Rules, 2016 and will also make agreement with the common Bio-Medical Waste facility at Sri Muktsar Sahib for the treatment and disposal of bio-medical waste.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-themecolor: text1;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="color: black; mso-themecolor: text1;">The HCF has proposed to install DG set of capacity 82.5 KVA equipped with canopy of adequate stack height.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">As per Board’s office order vide no. HQ-3/EPA/2022/393-408 dated 06.06.2022, the bedded HCFs are required to comply with the standards prescribed for liquid waste under Schedule-II jof the Bio-Medical Waste Management Rules, 2016. In case wastewater is discharged into a public sewer connected to terminal sewage treatment plant, the bedded HCFs are required to meet general standards are notified under the Environment (Protection) Act, 1986.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">From above it is clear that the site is suitable for the establishment of HCF and proposal submitted by HCF for the control of Water and Air pollution is principally adequate.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">It is, therefore, recommended that consent to establish (NOC) may be granted to the HCF for Hospital having 28 beds capacity,<strong> </strong>subject to the usual conditions. </span></p> |
