<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-IN">Earlier, the Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was granted to the industry for Knitting/Dyeing/Bleaching of Fabric @ 8820 MTA which was valid upto 31/03/2023 subject to suitable conditions.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-IN">The industry has later proposed to expand the said project and has obtained Consent to Establish (Expansion) for Knitting/Dyeing/Bleaching of Fabric @ 11315 MTA (Total after expansion) which is valid upto 01/06/2023 subject to suitable conditions and special conditions of which main are as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-indent: -0.5in; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-IN">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN">The industry shall apply for obtaining varied consent to operate under the Water Act, 1974, as per the actual water consumption & wastewater generation vis-a-vis production capacity of the unit, within 15 days.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -0.5in; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-IN">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN">The industry shall ensure that the wastewater generation from the unit does not exceed 1960 KLD, under any circumstances. In case, such incident occurs, the industry shall immediately stop its production capacity and accordingly inform the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -0.5in; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-IN">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN">The industry shall be bound to enhance the capacity of its existing ETP to cater the effluent load, if, at any point of time, it comes to the notice of the Board that the quantum of generation of wastewater from the unit may exceed 1960 KLD.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -0.5in; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-IN">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN">The industry shall reuse the entire quantity of treated trade effluent back into the process, thereby ensuring Zero Liquid Discharge (ZLD) at all times.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-indent: -0.5in; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-IN">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN">The industry shall obtain varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 before commissioning of its proposed expansion at the site.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-IN">Now, the industry has applied for varied Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents and fees. The industry has submitted CA Certificate regarding fixed assets as on 30/09/2022, Manufacturing process flow chart and Compliance report of previous consent conditions etc.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-IN">As per the application of the industry, it has proposed to generate waste water of 1960 KLD from the process, 35 KLD from Boiler blow down, 200 KLD from cooling and 60 KLD from Domestic. The effluent from process will be treated through ETP based on ZLD technology and domestic effluent will be treated through STP.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-IN">The industry was visited by the worthy Chairman of the Board along with CEE(Jalandhar); SEE, Zonal Office-1, Ludhiana; EE, RO-1, Ludhiana and undersigned on 29/11/22 and it was observed as under: -</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 31.5pt; text-indent: -31.5pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-IN">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN">The industry was in operation during visit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 31.5pt; text-indent: -31.5pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-IN">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN">The industry has already installed ZLD based ETP for treatment of trade effluent generating from the industry.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 31.5pt; text-indent: -31.5pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-IN">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN">The industry has also installed STP for treatment of domestic effluent generating from industry. The treated water of STP is sent to ETP for further treatment.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 31.5pt; text-indent: -31.5pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-IN">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN">The record of the industry was verified and concluded as under:-</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.75in; text-indent: -0.25in; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-IN">a.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN">The record of the industry reveals that it is generating approx. 89 kg (Avg.) of sludge per 100 KL of effluent and 52 kg (avg.) salt in MEE per 1 KL of RO reject. The average consumption is 8% in Dyeing. (Record extract is attached)</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.75in; text-indent: -0.25in; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-IN">b.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN">The maximum monthly avg. inlet at ETP is 1598 KLD is maximum daily inlet at ETP is 1750 KLD as per record of last one year. The ETP installed by the industry is having capacity of 2 MLD and as such, <strong>the vacant capacity is 250 KLD.</strong></span></p>
