The promoter company had obtained environmental clearance under EIA Notification dated 14/09/2006 from State Level Environment Impact Assessment Authority, Punjab vide no. SEIAA/2018/1241 dated 07.09.2018 for establishment of group housing project namely &ldquo;Imperial Apartments&rdquo; for developing @ 520 flats and @ 17 shops in an area of 28672 sqm having total built-up area 64328 sqm located at Zirakpur, Tehsil Derabassi Distt. SAS Nagar by M/s Harmony Colonisers Pvt. Ltd. As per Environment Clearance granted by the competent authority, the promoter company had proposed to install STP of total capacity 425 KLD.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">Thereafter, the project proponent applied for fresh consent to establish (NOC) from pollution angle under red category under the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 for the establishment of group housing project 516 flats and 17 Shops in an area of 28672 sq.mt. under the name and style of &ldquo;Imperial Apartments&rdquo; developed by M/s Harmony Colonisers Pvt. Ltd. and same was processed through OCMMS.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The promoter company had submitted a letter issued by HQ Western Air Command, IAF, Subroto Park, New Delhi (Airport Authority) vide no. WAC/S 6369/1/12W/ATS(46/18) dated 27.06.2019 mentioning that the HQ has no objection for construction of 55 m high building for group housing &lsquo;Imperial Apartments&rsquo; at Village Kishapura, PO-Dhakoli, MC Zirakpur, Distt. SAS Nagar subject to certain conditions mentioned therein.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The promoter company had submitted an letter issued by Competent Authority vide no. 6202 dated 27.10.2018 regarding change of land use for Residential (Group Housing) in an area of 34 Bighe, 0 Biswa and 14 Biswasi (Khasra No. 327/65, 70, 71, 72, 69, 275/68, 276/68, 330/66, 67, 273/64, 274/64, 73/2, 74/1, 75/1, 76/1, 731, 328/65/2, 329/66) subject to certain terms and conditions mentioned therein.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The promoter company had submitted copy of letter issued by MC, Zirakpur vide no. 449/BB, and 488/BB dated 17.04.2018 for solid waste and sewerage connection letter for M/s&nbsp;&nbsp;Harmony Colonisers Pvt. Ltd., Zirakpur project site &ldquo;Imperial Apartment&rdquo;, Kishanpura, Zirakpur.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The promoter company had submitted site plan of the proposed project approved by Competent Authority in which mentioned that total no. of flats @ 516 flats and @ 17 shops.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent had submitted brief project report of the project. As per project report, the project proponent had proposed to install STP of capacity 425 KLD. The proposed STP comprises of Collection tank, FAB reactor, Secondary tube settler, Clear water sump, Dual media filter, Sludge drying beds. As per approved site plan total green area is 42456.48 sqft. The promoter company had proposed that treated domestic effluent shall be partially used for flushing @ 116 KLD, partially for green area 24 KLD and partially @ 140 KLD shall be discharged into sewer.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">Thereafter, the project proponent was granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2022/16809863 dated 04.01.2022 which was valid upto 15.11.2022 for Group housing project namely &ldquo;Imperial Apartments&rdquo; for development of 516 Flats and 17 Shops in an area of 28672 sqm having total built-up area 64328 sqm located at Zirakpur, Tehsil Dera Bassi, Distt. SAS Nagar developed by M/s Harmony Colonizers Pvt. Ltd. subject to certain terms and conditions mentioned therein.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">Now, the project proponent has applied for fresh consent to operate under red category under the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 for the group housing project for the entire project having 516 flats and 17 Shops. However, at present, the project proponent has completed the construction work of 160 flats and 17 Shops under the name and style of &ldquo;Imperial Apartments&rdquo; developed by M/s Harmony Colonisers Pvt. Ltd. alongwith requisite documents.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent has deposited Rs. 4,22,900/- vide R. No. 68/5465 dated 29.10.2022 under both Acts (Rs. 211200/- under Water (Prevention &amp; Control of Pollution) Act, 1974 and Rs. 211200/- under Air (Prevention &amp; Control of Pollution) Act, 1981). The total fee deposited by the project proponent is adequate upto 05.12.2024 against the total cost of the project Rs. 78.00 crores.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent has submitted compliance report of the previous granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent has submitted completion certificate issued by M/s Sai Global Naturecare regarding installation of STP in which mentioned that:</span></p> <p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: normal;"><strong><em><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">&ldquo;This is certified that M/s Sai Global Nature Care has installed and successfully Commissioned STP having capacity 425 KLD at our project Imperial Apartment located at Dhakoli, Zirakpur.</span></em></strong></p> <p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: normal;"><strong><em><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">The work has been completed at site on 20<sup>th</sup>&nbsp;October, 2022. This plant is based on MBBR Technology. The Plant consists of Air Blower, Feed Pumps, Clear Water Pumps, Activated Carbon Filter, and Electrical Equipment&rsquo;s Commissioned successfully.</span></em></strong></p> <p class="MsoNormal" style="text-align: justify; line-height: normal;"><strong><em><span style="font-size: 12pt; font-family: Tahoma, 'sans-serif';">We appreciated for the support given by for successfully installation and commissioning of STP.&rdquo;</span></em></strong></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent had submitted certificate/ ad interim permission granted by Punjab Water Regulation and Development Authority vide permission no. PWRDA/02/2022/L2/319 dated 23.02.2022 regarding permission of abstraction of ground water @ 235m<sup>3</sup>/day / 7060m<sup>3</sup>/month subject to suitable terms and conditions mentioned therein.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The site of the project was visited by this office on 15.12.2022. During the visit, it was observed as under:-</span></p> <p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent has completed the construction work of almost 160 flats, 17 shops and civil construction work of number of flats is under progress.</span></p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">As physically observed, all the shops are occupied and 20-25 flats are occupied at present.</span></p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent at the time of NOC proposed the STP based on FAB technology. However, the project proponent has installed the STP based on MBBR technology.</span></p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent is carrying out the civil construction work of other flats / towers.</span></p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent has developed the 02 no. green area/ park and shall develop the other green area marked as Green Area No. 3 in consonance to the other pending construction.</span></p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent has provided the dual plumbing system in the flats constructed at present and has provided permanent cement concrete overhead storage tank at the terrace to reuse the treated domestic effluent for flushing purpose. The project proponent needs to connect the STP treated water line in the park area as well as with the overhead tanks.</span></p> <p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent at present is carrying out the stabilization of STP.</span></p> <p class="MsoNormal" style="margin-top: 12pt; text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">In view of the above, it is recommended that the partial consent to operate under the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 may be granted upto 30.09.2024 for the operation of 160 flats and 17 shops subject to the suitable conditions and following additional conditions:</span></p> <p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent shall apply for extension in the validity of consent to establish (NOC) from pollution angle within 15 days.</span></p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem on the nearby residential area.</span></p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be got lifted.</span></p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent shall comply with the observations conveyed during the visit.</span></p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated by providing mechanical composter 305 kg/day) to produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner.</span></p> <p>&nbsp;</p> <p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">6.<span style="font: 7pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span style="font-size: 12pt; line-height: 24px; font-family: Tahoma, 'sans-serif';">The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.</span></p>
