<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry was granted ‘Consent to Operate’ under the Water Act, 1974 & Air Act, 1981, both valid upto 31.12.2022 to manufacture Kraft Paper @ 12 MTPD with special condition that the industry shall get third party water audit report from CPPRI Saharanpur or any other institute of repute within three months.</p>
<p style="text-align: justify;">Now, the industry has applied for renewal of ‘Consent to Operate’ under the Water Act, 1974 & Air Act, 1981. The industry has already deposited consents fee, which is adequate upto 30.06.2027 (Water) & 31.07.2028 (Air).</p>
<p style="text-align: justify;">The industry has submitted extended bank guarantees of Rs. 3.0 Lacs and Rs. 50,000/-, which are valid upto 01.02.2023 each.</p>
<p style="text-align: justify;">The industry was visited by officer of RO on 05.12.2022 and it was observed as under:</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was in operation for production of Kraft Paper. As per record maintained by the industry, it is operating at less than 50% of its production capacity.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry was using rice husk as fuel in furnace of its boiler. Feeding of rice husk in furnace of boiler was done through conveyer belt system. The industry has provided boiler of capacity 05 TPH and has provided trima cyclone followed by wet scrubber as APCD. Air emission samples were collected on 11.01.2022 by officer of this office and as per analysis report, concentration of SPM was 242 mg/Nm3 i.e. within the prescribed limits of the Board.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has provided enclosure around the fuel ash generated from the boiler section and wetting arrangements were provided to avoid its wind blowing. The industry is maintaining record regarding fuel ash disposed by it.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry is maintaining record regarding consumption of fresh water & recycling of waste water (back water from ETP). The industry has installed flow meter at back water line & at fresh water extraction point.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The industry is maintaining record regarding sludge generation and its disposal.</p>
<p style="text-align: justify;">It is pertinent to mention here that due to slowdown in market majority of paper mills of Humbran area are operating their units at less than 50% capacity. For 3rd Party Audit by the CPPRI Saharanpur or any other repute institution, the industry is required to operate at capacity more than 75% for atleast 30 days regularly. Thus, it is not possible to conduct 3rd Party Audit regarding ZLD from CPPRI Saharanpur or any other repute institution at this stage.</p>
<p style="text-align: justify;">Keeping the above in view, it recommended that renewal of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Kraft Paper @ 12 TPD alongwith generation of trade effluent @ 07 KLD (complete recirculation after treatment through ETP) may be granted for period upto 30.06.2027 subject to suitable conditions along with following special conditions that:</p>

<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry shall get third party water audit report from CPPRI Saharanpur or any other institute of repute within one year.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry shall ensure that no kind of nuisance is created in the area and complaint by the nearby villagers. If the industry was found violating in future and causing nuisance then proceedings for closure of the industry may be initiated, without giving any further notice/ opportunity of personal hearing.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry shall maintain proper record regarding fuel ash disposed by it.</p> |
