<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The school was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2018/7381954 dated 02.06.2018 having validity upto 30.09.2018 for discharge of domestic effluent @ 50 KLD and the treated wastewater will be used for flushing purpose and the remaining if any shall be utilized onto land for plantation, horticulture, green lawns and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2018/7470458 dated 21.05.2018 and having validity upto 30.09.2022.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The school has applied for obtaining renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 through OCMMS.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Earlier, the school was visited by the then AEE on 13.11.2018 and it was observed that the school has provided borewell for discharge of domestic effluent directly into groundwater table.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The project proponent had submitted a letter through e-mail to the Zonal office that during the visit of AEE, RO, SAS Nagar, the facts could not be conveyed properly as no technical person was available at the time of visit. The project proponent has further requested that the institute is IGBC Green School with Platinum Rating and the treated wastewater is being used for flushing and plantation purposes. The Zonal office has considered the request of the project proponent and has asked this office to verify the submissions made by the project proponent.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The site of school was visited by the AEE of this office on 14.12.2018, Smt. Anila Kindal, Principal of the school was contacted. The school was visited along with the technical staff and it was observed as under:</span></p>

The operator of the STP informed that he had switched off the STP motors at around 12 pm. Thereafter, he has not operated the STP. He informed that it is a routine matter, that he switched off the motors by 12-12:30 and starts is at 8 or 8:30 am.</span></p>

The school has not maintained any record for the consumption of fresh water and treated wastewater. The school has not provided any energy meter at the STP. Therefore it cannot be commented upon that the school is operating its STP regularly.</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">During visit, water is seen flowing to the rain water harvesting pit, though no rain was there. The sample from the rain water harvesting pit was collected and sent to head office laboratory for analysis, whose results are tabulated as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">It is pertinent to mention here that the water from the overflow tanks directly leads to rain water harvesting pit. As the rain water harvesting pit has considerable amount of COD and BOD, therefore, it shows that the untreated wastewater also leads to rain water harvesting pit.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The school has obtained permission for discharge of treated waste water @ 50 KLD, however, the strength of the students had increased and presently the school has approx. 2000 students. Therefore, the school is consuming approx. 85 KLD of fresh water and waste water @ 67 KLD is generated. The school can utilize maximum of 33 KLD of treated wastewater for flushing and the remaining is to be utilized for horticulture. As such, the school has not provided sufficient area for utilization of treated waste water.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Thereafter, the school was issued show cause notice for refusal of renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide Board’s letter no. 231 dated 11.01.2019.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The school was given personal hearing before the Chief Environmental Engineer (P) of the Board on 29.01.2019, wherein, it was decided as under:</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">In compliance to hearing decisions, the institution was visited by AEE of this office on 26.02.2019 and wastewater sample from the outlet of STP and R.O reject sample was collected and the analysis results are tabulated as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Thereafter, the school was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2019/8774706 dated 05.04.2019 which was valid upto 30.09.2021 subject to certain terms and conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The school applied for obtaining varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and same was returned due to various observations mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Now, the school has applied for obtaining varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents which may kindly be perused.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The school has deposited Rs. 3,00,000/- vide UTR No. HDFCR52022092999331313 dated 29.09.2022, Rs. 72000/- vide UTR No. N272222138618644 dated 29.09.2022 & Rs. 7200/- vide UTR No. N328222218588369 dated 24.11.2022 under Water (Prevention & Control of Pollution) Act, 1974. The fee deposited under Water (Prevention & Control of Pollution) Act, 1974 is adequate upto 31.12.2025 (Rs. 1200 extra / additional under Water Act, 1974) after adjusting late fee / penalty against the total cost of the project Rs. 63.75 crores.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The school has also deposited Rs. 362500/- vide UTR No. HDFCR52022092999323816 dated 29.09.2022, Rs. 18000/- vide UTR No. N328222218592776 dated 24.11.2022 & Rs. 7200/- vide UTR No. N328222218596703 dated 24.11.2022 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited under Water (Prevention & Control of Pollution) Act, 1974 is adequate upto 30.09.2027 after adjusting late fee / penalty against the total cost of the project Rs. 63.75 crores.</span></p>

As such, they have taken 15 lpcd water demand while filling the application. The reason submitted by the institute doesn’t seems to be justified. COVID-19 pandemic is no more and in any case if the students carries the water bottle alongwith them. However, it will increase the consumption of fresh water but will not decrease the generation of domestic effluent. Moreover, the capacity / strength of the school is about 2700 against the earlier strength @ 2000 i.e. almost increase in 30 % of the load.</span></p>
