CTE/Fresh/SAS/2021/17367179 dated 24/12/2021, having validity upto 30/09/2022 for manufacturing of YARN @ 8817.27 MT/Year as products, subject to certain conditions mentioned therein.</span></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">Thereafter, the industry had applied for obtaining fresh ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, in the month of August, 2022. However, the said application was returned by PBIP with following observations as under:</span></p>
<p class="MsoNoSpacing" style="margin: 0in 27pt 6pt 1in; text-align: justify; text-indent: -1.1pt; line-height: 24px;"><em><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">The industry is required to re-submit the same with figures of production capacity corresponding to machinery installed, latest CA certificate showing gross block of fixed assets without depreciation and correct figures of quantity of water consumption, effluent generation, treatment and disposal.</span></em></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">Now, the industry has again applied for fresh Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of YARN @ 7876 MT/Year as products, along with requisite document. a clarification was raised on the application of the industry on 30.11.2022 and the industry has submitted its reply through online system, which may kindly be perused and the same is also reproduced as under:</span></p>
<p class="MsoNoSpacing" style="margin: 0in 22.5pt 6pt 1in; text-align: justify; text-indent: -1.1pt; line-height: 24px;"><em><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">Dear Sir, Kindly note that the Consent to Establish was granted for Capacity of 8817.27 MT/ Year , Presently the industry is running partial with capacity of 7876 MT / Year, So consent to be sought for 7876 MT / Year . I. The water consumption is as under to run plant as partially. Domestic - 60.00 KLD Cooling/ Process- 50.00 KLD Total - 110.00 KLD Waste Water - 45.00 KLD out of (90 KLD which was mentioned because of run full capacity with 100% of Manpower The 45 KLD @ 50% because of less consumption of water during winter season and less manpower is deployed for the process and as well as less manpower residing inside the plant because of colony is under construction. II. STP water reuse into plantation, sanitation & Washing about 40 KLD during the winter And summer for 8 Acre (32374 Sq Meter ) land is sufficient and during the rainy session which very very less period and treated STP water may use for plantation if any surpluses then use for sanitation and washing Thanking you, Yours faithfully, For OWM Poly Yarn Limited H. IDIBR52022081629684324 dated 16.08.2022 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 420000/- vide UTR R. no. IDIBR52022081629684669 dated 16.08.2022 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate for five years, for both the Acts against the fixed assets of Rs. 74.97 cr. on 12.08.2022.</span></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">The project proponent has submitted the building plans approved by the Addtl. Director of Factories Punjab vide letter no. DOF220678723 dated 29.06.2022.</span></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; line-height: 24px;"><strong><u><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">Visit:</span></u></strong></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif'; color: red;"> </span><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">Accordingly, the industry was visited by AEE of this office on 19.12.2022 and during visit, it was observed as under:</span></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 22.5pt; text-align: justify; text-indent: -22.5pt; line-height: 18.4px;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The industry has installed following machinery in its premises: 01 Blow room line, 6 carding machines, 4 draw frame SB, 04 no. ring frame, 4 no. Link coner, 04 no. H-Plant, 01 no. compressor etc.</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The representative of the industry informed that they have installed only partial machinery and have accordingly applied for partial Consent to Operate. The renovation work of adjoining shed and installation of remaining machinery was under progress as observed during the visit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The industry has installed 1 tubewell and overhead tank for storage of fresh water. The industry has not yet provided flow meter with the same and the representative was advised to provide the same within 7 days.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The industry has installed Sewage Treatment Plant for treatment of domestic effluent to be generated from industrial premises as well as labour quarters. The said STP is installed at a distance of around 0.5 kms from the premises of the industrial unit and is located adjoining to the residential labour quarters. The STP installed by the industry is located adjoining to the natural drain passing through the Nahar industrial Estate.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">STP installed by the industry comprises of collection tank, MBBR 1, MBBR 2, classifier, treated water tank, ACF, MGF, final treated tank, outlet. The industry has installed flow meter at outlet of STP. During visit, effluent sample from outlet of STP was collected and sent to Head office Lab, Patiala for further analysis. The results of the same is awaited.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The industry has provided pipeline for carrying of treated wastewater from the outlet of STP to the green lawns developed in an area of around 5 acres inside the premises of the unit and in the green lawns/ park developed in front of residential colony of NIEL weaving unit in an area of about 3-4 acres. Thus, the green area developed by the industry for utilization of treated wastewater seems adequate.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The industry has not installed any DG set in its premises.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The industry has installed rotary filter with H-plant.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: normal; background: white;"><strong><u><span style="font-size: 10.5pt; font-family: 'Bookman Old Style', 'serif';">Recommendations:</span></u></strong></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: normal; background: white;"><span style="font-size: 10.5pt; font-family: 'Bookman Old Style', 'serif';">In view of above, if may approved ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2027 subject to special conditions as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin: 0in -2.3pt 12pt 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The industry shall not increase its production capacity beyond the quantities mentioned in this consent letter.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in -2.3pt 12pt 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The industry shall obtain varied Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, before operation of additional machinery at the site.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in -2.3pt 12pt 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The industry shall obtain permission from PWRDA for abstraction of ground water and shall comply with the guidelines issued by it from time to time.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in -2.3pt 12pt 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The industry shall not carry out construction activity at its site, which can change its category from ORANGE to RED, under any circumstances.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin: 0in -2.3pt 12pt 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The promoter shall not discharge the effluent into any drain/choe/nallah, in any case.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in -2.3pt 12pt 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The industry shall re-circulate the entire water of humidification plant.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin: 0in -2.3pt 12pt 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">10.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">The Consent to Operate is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin: 0in -2.3pt 12pt 22.5pt; text-align: justify; text-indent: -22.5pt; background: white;"><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">11.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';">In case the promoter fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the promoter.</span></p>
