CTOW/Varied/FGS/2019/11419302 dated 11/10/2019 and the Air Act, 1981 vide no. CTOA/Varied/FGS/2019/11419262 dated 11/10/2019 both valid upto 30/09/2028 for Processing of Paddy @ 12 TPH to produce Raw Rice (alongwith 2 no. mechanical driers) @ 8 TPH. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">Further, the rice sheller has obtained 'consent to establish' (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/FGS/2020/13830833 dated 24.09.2020 valid upto 23.09.2021 for increasing the existing land of the industry from 3.98 acres to 6.48 acres for additional paddy storage only without changing any product or capacity of the plant</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">It has now applied for varied consent to operate under the Water Act, 1974 and the Air Act, 1981 alongwith requisite documents through OCMMS as it has now installed fortified rice unit of capacity 75 MTD and also increased paddy processing from 12 TPH to 15 TPH without obtaining NOC / 'consent to establish' (NOC) from the Board. The rice sheller has deposited Rs. 46600/- vide UTR no. N336222230049879 dated 02/12/2022 as Water consent fee and Rs. 43200/- vide UTR no. N336222230055498 dated 02/12/2022 as Air consent fee against the fixed assets of Rs. 396.31 Lac as on 01/12/2022 as per CA Certificate dated 01/12/2022. The consent fee is adequate <strong>upto 30/09/2032 </strong>under the Air Act, 1981 and Water Act, 1974 as per Board's Office Order dated 29/10/2018 after deducting NOC regularization charges. There is increase in fixed assets only due to establishment of fortified rice plant in the existing premises. It has made no addition in land.</span></p>

<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">As per PPCB Head Office letter no. 18555-77 dated 17.08.2021, it was decided that fortified rice units to be established in the existing premises of rice mills will follow expansion clause as prescribed vide Govt. notification dated 15.10.2013, which is reproduced as under:</span></p>

R14FGSCTE1387373 dated 04/06/2014 valid upto 03/06/2015 for setting up rice sheller with drier and without saila plant for processing of paddy @ 12 TPH. The site of the industry is situated outside the MC limits of Khamano and falls in agricultural zone (Local Planning Area, Khamano) as per DTP letter no. 871 dated 17.09.2020.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; margin: 12.0pt -.9pt 10.0pt 0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">It is intimated that CPCB has already issued modified directions u/s 18(1)b of the Water Act, 1974 & the Air-Act, 1981 regarding Harmonization of Classification of Industrial sectors under Red/Orange/Green/White categories vide its letter no. B 29012/ESS/CPA/2015-16/85-84 dated 7.3.2016 alongwith the "Final document on revised classification of Industrial sectors under Red, Orange, Green & White categories" which also includes the consent period for which the consents are to be granted to Red, Orange and Green category industries for 5 years, 10 years and 15 years respectively. Further, Board vide Head Office letter no. SEE (HQ-2)/2018/ 9982-10003 dated 27/08/2018 has directed to strictly follow the consent validity criteria for Red, Orange and Green category industries as mentioned in the modified directions issued by CPCB u/s 18(1)b of the Water Act, 1974 & the Air Act, 1981 i.e. consent to Red, Orange and Green category industries may be granted for 5 years, 10 years and 15 years respectively. But, in the subject cited case, the industry has deposited consent fee only <strong>upto 30/09/2032</strong>.</span></p>

However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."</span></em></strong></p>

The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. </span></p>
