<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981, which were valid upto 30.06.2023. However, the consent to operate under Water Act, 1974 was revoked due to certain violations.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US"><span style="mso-spacerun: yes;"> </span>Now the industry has applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974. The industry has deposited Rs. 11000/- vide UTR no. SBIN322115452143 dated 25.04.2022 under Water Act 1974. The fee deposited by the industry is adequate upto 30.06.2028. The industry has submitted Partnership Deed, CA Certificate & compliance of earlier granted consents. The industry has request letter cum undertaking to the effect that it will not use waste sludge of paper mills as raw material instead it will use waste paper and board only.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 21.6pt;"><span lang="EN-US">In this regard, it is submitted that the industry was visited by the undersigned on 19.12.2022 and contacted Sh. Jarnail Singh, Partner of the industry. The details of the industry/ observations made during visit are as under:</span></p>
<p class="MsoListParagraph" style="margin-left: 21.6pt; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry is manufacturing Mix Board from waste paperboard, paddy straw and sweet packaging boxes. The industry using raw material @ 3 TPD.</span></p>
<p class="MsoListParagraph" style="margin-left: 21.6pt; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry is in operation and 02 no. of Board Mills, 02 no. lamination machines are in operation. </span></p>
<p class="MsoListParagraph" style="margin-left: 21.6pt; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry was granted 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/HSP/2020/12065988 dated 03.03.2020 valid upto 30.06.2023 for manufacturing of mill board @ 2 TPD and mixed board @ 1 TPD from waste paper and pulp @ 3 TPD along with domestic effluent @ 0.1 KLD with septic tank and other wastewater @ 10 KLD for re-circulation, subject to the conditions mentioned therein , however same was revoked by the Board. </span></p>
<p class="MsoListParagraph" style="margin-left: 21.6pt; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry was granted 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/HSP/2020/2065978 dated 03.03.2020 valid upto 30.06.2023 for manufacturing of mill board @ 2 TPD and mixed board @ 1 TPD from waste paper and pulp @ 3 TPD, without burning any fuel, subject to the conditions mentioned therein.</span></p>
<p class="MsoListParagraph" style="margin-left: 21.6pt; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry has installed 02 no. of separate working sheds wherein in one shed there are -02 no. of board manufacturing mills having common beater and halt. In another shed there is one no. of Board manufacturing mill along with a beater and a halt. During visit, 02 no. of halts and 02 no. of board manufacturing mills were in operation.</span></p>
<p class="MsoListParagraph" style="margin-left: 21.6pt; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry has installed 02 no. of box making machines for manufacturing of sweet packaging boxes @ 1.5 TPD from the board manufactured in the industry itself. </span></p>
<p class="MsoListParagraph" style="margin-left: 21.6pt; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The manufacturing process involves: 1. Raw material – beater – halt – moving screen belt – wet board – sun drying – product.</span></p>
<p class="MsoListParagraph" style="margin-left: 21.6pt; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The effluent generated from mill is re-circulated in the process through pump.</span></p>
<p class="MsoListParagraph" style="margin-left: 21.6pt; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry has provided flow meter at fresh water supply and reading was noted as 2094.66 KL and the industry has maintained daily record of the same.</span></p>
<p class="MsoListParagraph" style="margin-left: 21.6pt; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry has provided septic tank and the wastewater after septic tank is disposed off to plantation.</span></p>
<p class="MsoListParagraph" style="margin-left: 21.6pt; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">11.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">No waste sludge of paper mill was found stored in the premises.</span></p>
<p class="MsoListParagraph" style="margin-left: 21.6pt; text-align: justify; text-indent: 0cm;"><span lang="EN-US">In view of above, it is recommended that the consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the unit upto 30.06.2027 with suitable condition and special condition that:-</span></p>
<p class="MsoListParagraph" style="margin-left: 39.6pt; text-indent: -18pt; text-align: left;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry shall not use waste sludge of paper mills as raw material without obtaining AUC (Actual User Certificate) of the Board under HWM Rules 2016.(Comp SEE)</span></p> |
