<p class="MsoNormal" style="text-align: justify; text-indent: 7.2pt;"><span lang="EN-US">The industry was granted 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 vide no. R14NWSCTOW1032725 dated 02.04.2014 valid upto 30.06.2019 for manufacturing of Mentha Oil @ 18 Kg/year from Green Mentha @ 400 Kg/year along with domestic effluent @ 0.5 KLD onto land for plantation after septic tank & any other @ 44 KLD with 100% re-circulation, subject to conditions mentioned therein. The industry was granted 'consent to operate' under Air (Prevention & Control of Pollution) Act, 1981 vide no. R14NWSCTOA1032716 dated 02.04.2014 valid upto 30.06.2019 for manufacturing of Mentha Oil @ 18 Kg/year from Green Mentha @ 400 Kg/year along with boiler of 6 TPH using mentha waste/ agro waste @ 4440 Kg/day with cyclone separator as APCD, subject to conditions mentioned therein. The industry failed to get its 'consent to operate' renewed under the said Acts and. Accordingly, the industry was given personal hearing before the SEE, ZO , Jalandhar <span style="mso-spacerun: yes;"> </span>on 29/10/2021, after hearing the officer of the Board and representative of the industry, the Senior Environmental Engineer decided that:-</span></p>
<p class="MsoListParagraph" style="margin-left: 35.45pt; text-align: justify; text-indent: -35.45pt; mso-list: l2 level2 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">(1)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry shall make adequate arrangement for disposal of domestic effluent onto land for plantation through septic tank within 15-days.</span></p>
<p class="MsoListParagraph" style="margin-left: 35.45pt; text-align: justify; text-indent: -35.45pt; mso-list: l2 level2 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">(2)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry shall apply for consent to operate of the Board under the Water Act 1974 & Air Act 1981 through online system within 15-days. </span></p>
<p class="MsoListParagraph" style="margin-left: 35.45pt; text-align: justify; text-indent: -35.45pt; mso-list: l2 level2 lfo1;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">(3)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The Regional Office, Hoshiarpur shall visit the unit, verify the latest status, collect emission samples as soon as the industry starts its operation and submit detail report alongwith recommendations.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 7.2pt;"><span lang="EN-US"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 7.2pt;"><span lang="EN-US">In compliance to above, the industry was again visited by the undersigned on 07.12.2021 and was again found not complying with the hearing decisions and consent conditions. Accordingly, the industry was given personal hearing before the CEE, <span style="mso-spacerun: yes;"> </span>Jalandhar <span style="mso-spacerun: yes;"> </span>on 26.8.2022, after hearing the officer of the Board and representative of the industry, the Cheif Environmental Engineer decided that:-</span></p>
<p class="MsoListParagraph" style="margin-left: 35.45pt; text-align: justify; text-indent: -35.45pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">(1)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry shall provide septic tanks for disposal of domesticeffluent and also provide adequate plantation area within one month.</span></p>
<p class="MsoListParagraph" style="margin-left: 35.45pt; text-align: justify; text-indent: -35.45pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">(2)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry shall ensure regular operation of APCD with the boiler furnace when the industry comes into operation in future. </span></p>
<p class="MsoListParagraph" style="margin-left: 35.45pt; text-align: justify; text-indent: -35.45pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">(3)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The Regional Office, Hoshiarpur shall visit the unit, verify the latest status, collect emission samples as soon as the industry starts its operation and submit detail report alongwith recommendations.</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 7.2pt;"><span lang="EN-US">The industry has now applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS alongwith requisite documents. The industry has Rs. 32400/- vide IBKL220903113456 dated 3.9.2022 as Air consent & 32400/- vide IBKL220903114542 dated 3.9.2022 as Water consent fee, <span style="mso-spacerun: yes;"> </span>the fees of the industry are adequate upto 30.09.2027.including penalty fees of 3.5 years.. The industry has submitted the application form, CA Certificate, Proprietor Certificate, compliance report of consent conditions.. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 7.2pt;"><span lang="EN-US"> </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">In this regard, the industry was visited by the undersigned on 19.12.2022 and contacted Sh. Raghbir <span style="mso-spacerun: yes;"> </span>operator of the industry. He informed that the owner of the industry is out of station. During visit, it was observed as under:</span></p>
<p class="MsoListParagraph" style="margin-left: 41.4pt; text-align: justify; text-indent: -23.4pt; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The unit is a mentha plant and is operational.<span style="mso-spacerun: yes;"> </span>However, during visit, it was not in operational due to off season. </span></p>
<p class="MsoListParagraph" style="margin-left: 41.4pt; text-align: justify; text-indent: -23.4pt; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The representative of the industry informed that the unit is operated in the last season and it is operated for only 1-2 months per year.</span></p>
<p class="MsoListParagraph" style="margin-left: 41.4pt; text-align: justify; text-indent: -23.4pt; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The domestic effluent is still discharged into septic tank constructed and the overflow from this is discharged to the plantation along the agricultural fields of the owner , which is adequate.</span></p>
<p class="MsoListParagraph" style="margin-left: 41.4pt; text-align: justify; text-indent: -23.4pt; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry has installed boiler of capacity 6TPH and uses agro waste as fuel in it</span></p>
<p class="MsoListParagraph" style="margin-left: 41.4pt; text-align: justify; text-indent: -23.4pt; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The industry has provided cyclone with the package boiler as APCD and has provided stack of adequate height with sampling arrangements.</span></p>
<p class="MsoListParagraph" style="margin-left: 41.4pt; text-align: justify; text-indent: -23.4pt; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US">The sampling could not be carried out due to off season.</span></p>
<p class="MsoListParagraph" style="margin-left: 41.4pt; text-align: justify; text-indent: 0cm;"><span lang="EN-US"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 7.2pt;"><span lang="EN-US">In view of above, it is recommended that consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 may be granted for the period upto 30.06.2027 with the suitable conditions and with special condition that industry will submit the air emission samples analysis report from the Board lab from coming season.(comp.
