<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The industry was issued show cause notice for refusal of varied CTO under the Air (Prevention & Control of Pollution) Act, 1981 alongwith an opportunity to submit reply within 7-days has been issued to the industry vide Board's letter no. 7488-89 dated 16/12/2022. However, the industry failed to submit reply to the SCN issued till date.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">It is appropriate to mention here that the Government has mandated to initiate a special ‘environment surveillance campaign’ for the visit of Red Category Industries in the month of November- December 2022. In this regards the Board has passed an Office Memorandum in which mentioned that:</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph;"><em><span style="font-family: 'Tahoma','sans-serif';">“The Govt. has mandated to initiate a special ‘environment surveillance campaign’ for the visit of Red Category Industries in the month of November-December 2022. Considering the meagre technical and scientific manpower in the Board, it has been decided to conduct proportionate visits equivalent to a period of two months as per frequency already prescribed by the Board for all 17 category and Red category units operating in the State but not less than 100 visits by each Regional Office during these two months. In case, the proportionate number of 17 category/red category industries of any Regional Office is less than 100 units, then the priority mentioned in the ‘SOPs’ prepared for the surprise visits shall be followed (copy enclosed). </span></em></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph;"><em><span style="font-family: 'Tahoma','sans-serif';">2. Respective Chief Environment Engineers will co-ordinate the visits and compilation of data for their region and Special Secretary (P&G)/SEE (HQ-1) will co-ordinate on behalf of Head Office as per SOPs attached. Concerned Senior Environmental Engineers will compile the data of their area of jurisdiction which will be forwarded through concerned CEE to the Special Secretary (P&G)/ SEE (HQ-1) on weekly basis. State wide compiled data will be placed before the Competent Authority for review and monthly data will be provided to the Govt., in 1<sup>st</sup> week of December 2022 and January 2023. </span></em></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph;"><em><span style="font-family: 'Tahoma','sans-serif';">3. Standard Operating Practices (SOPs), priorities for inspection and other do & don’t are attached as Annexure-A. . </span></em></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph;"><em><span style="font-family: 'Tahoma','sans-serif';">4. Random inspections by special teams/flying squad constituted by Government shall be made in the month of January 2023, SOPs for the same shall be issued separately. </span></em></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><em><span style="font-family: 'Tahoma','sans-serif';">5. Surprise visits shall be commenced with immediate effect and 1<sup>st</sup> review meeting will be held on 18<sup>th</sup> November 2022 through VC with all the ROs/ZOs/Chief Offices.”</span></em></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">As per the verbal decision conveyed during the meeting taken by Senior Environmental Engineer, Zonal Office-I, Patiala, the above industry was monitored by Environmental Engineer alongwith AEE and Sh. Gurpreet Singh, ASO, Head Office Patiala laboratory. During the visit on 07.12.2022, it was observed as under:</span></p>

The effluent samples were collected from the final outlet of STP and sent to Head Office, Patiala laboratory for analysis. Report of the same are awaited. </span><span style="font-family: 'Tahoma','sans-serif';">The industry is discharging its treated domestic effluent onto land for plantation area within its premises.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has installed 04 no. rice husk based boiler of 15 TPH, 7 TPH & 6 TPH (02 no.) stream generation capacity. The industry has provided recirculation system for scrubbing water with its boilers. Recirculation system in operation during the visit. The industry is in the process of phasing out the standby boiler as per earlier submission. The industry has provided makeshift arrangement with 15 TPH boiler to bypass the APCD installed in emergency situation. However, guided not to operate bypass system without the prior permission of the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has installed 01 no. incinerator provided with double stage alkali scrubber. Fugitive emissions observed near incinerator area while feeding in incinerator through conveyor belt. The industry was advised to rectify the same. The OCEMS reading of incinerator noted as NO=62, SO<sub>2</sub>=57 and PM=45 mg/Nm<sup>3</sup>. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has phased out 06 no. existing storage cum collection tanks containing highly contaminate effluent with very high values of BOD, COD, and TDS, and has constructed an impervious storage tank having different chambers near the cooling tower. The process of phasing out effluent stored in other collection tanks is under process. The industry has submitted that work regarding phasing out collection tank got delayed due monsoon period. The industry has also submitted the request letter with the request to extend the time period for the same.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry is treating / mixing of its low TDS & high TDS streams for treatment in the MEE installed. MEE installed in operation during the visit. New MEE for the treatment of high COD effluent is under installation.</span></p>
