File Note: <p class="MsoBodyText2" style="line-height: 115%;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; font-weight: normal;">It is submitted that the project proponent has applied for consent to establish (NOC) under the Water (Prevention and Control of Pollution) Act, 1974 &amp; Air (Prevention &amp; Control of Pollution) Act, 1981 for establishment of Preform Production Line unit at Village Nabipur, GT Road, PO Sadhugarh, Fatehgarh Sahib for manufacturing of Pet Preform @ 14580 MTD from Pet Resin @ 14580 MTD, alongwith requisite documents. </span></p> <p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 115%;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; font-weight: normal;">The project proponent has deposited NOC fee of Rs. 21600/- vide Receipt no. 164413847 dated 31/10/2022, which is adequate for one year as per Board&rsquo;s office order dated 29/10/2018 against the project cost of Rs. 2437.00 Lakhs under green category. </span></p> <p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 115%;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; font-weight: normal;">The industry has submitted lease deed of the land of 9 Kanal 18 Marle from M/s Kandhari Beverages,Village Nabipur (for annual lease value 24 lakhs), which is executed on 22/11/2022 and valid upto 17/11/2032. </span></p> <p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 115%;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; font-weight: normal;">The industry has submitted CLU of the land of 16 Kanal from agricultural to industrial vide STP, SAS Nagar letter no. 3139 dated 02/11/2011 on the name of M/s Kandhari Beverages Pvt. Ltd,Village Nabipur The project proponent has also submitted an undertaking to the effect that the site falls within the premises M/s Kandhari Beverages Pvt. Ltd.and falls under designated rural focal point/industrial area.</span></p> <p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 115%;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; font-weight: normal;">The site of the industry was visited by the undersigned on 21/12/2022 and contacted Sh. Udesh Sharma, representative of the industry. During visit, it was observed as under:</span></p> <p class="MsoBodyText2" style="margin-left: 72.0pt; text-indent: -36.0pt; line-height: 115%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; font-weight: normal;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; font-weight: normal;">Civil construction work of building at the backside of the Kandhari Beverages (within the boundary wall) was in progress.</span></p> <p class="MsoBodyText2" style="margin-left: 72.0pt; text-indent: -36.0pt; line-height: 115%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; font-weight: normal;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; font-weight: normal;">The project proponent has proposed to install septic tank for domestic effluent treatment and treated wastewater will be discharged onto land for plantation area developed by Kandhari Beverages.</span></p> <p class="MsoBodyText2" style="margin-left: 72.0pt; text-indent: -36.0pt; line-height: 115%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; font-weight: normal;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; font-weight: normal;">No trade effluent will be generated from the project.</span></p> <p class="MsoBodyText2" style="margin-left: 72.0pt; text-indent: -36.0pt; line-height: 115%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; font-weight: normal;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; font-weight: normal;">No boiler etc. has been proposed by project proponent.</span></p> <p class="MsoBodyText2" style="margin-left: 72.0pt; text-indent: -36.0pt; line-height: 115%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; font-weight: normal;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; font-weight: normal;">The project proponent shall obtain fresh water Kandhari Beverages and shall not install its own submersible pump.</span></p> <p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 115%;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; font-weight: normal;">Furthermore, as per the guidelines issued by Central Ground Water Authority (CGWA), District Fatehgarh Sahib falls in the list of notified area. As this industry does not fall in the list of water intensive industries and only require water for cooling and drinking purposes. Moreover, the Board has also clarified vide SEE (HQ-1) Head Office letter no. 7956-97 dated 9/3/2018, the operative part of this letter is as under:</span></p> <p class="MsoBodyText2" style="text-indent: 72.0pt; line-height: 115%;"><em style="mso-bidi-font-style: normal;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-bidi-font-weight: bold;">It has been decided that the Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the authorities concerned as notified by the Central Ground Water Authority. However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries.<span style="mso-spacerun: yes;">&nbsp; </span></span></em></p> <p class="MsoListParagraphCxSpFirst" style="margin-left: 0cm; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: 72.0pt;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">Now, the Punjab Govt. has constituted the Punjab Water Regulation and Development Authority (PWRDA) under the Punjab Water Resources (Regulation and Management) Act, 2020, which is mandated to regulate the water resources of the State for ensuring their judicious, equitable and sustainable utilization and management.</span></p> <p class="MsoListParagraphCxSpLast" style="margin: 0cm; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: 72.0pt; page-break-after: avoid; mso-outline-level: 2;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">In view of the above, the proposed site of the industry is conforming to the general siting criteria laid down by the Board vide policy dated 30/04/2013 and copy of the NOC may be sent to DTP Fatehgarh Sahib if he has any objection to the establishment of such project within 15 days ,as per the policy of the Board <span style="mso-spacerun: yes;">&nbsp;</span>.<span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp; </span></span></p> <p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify; text-justify: inter-ideograph; text-indent: 72.0pt;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">Keeping in view of the above, it is recommended that the Consent to establish (NOC) may be granted to the industry for one year for <span style="mso-bidi-font-weight: bold;">manufacturing</span> of Pet Preform @ 14580 MTD from Pet Resin @ 14580 MTD with suitable conditions and following additional conditions:</span></p> <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -36.0pt; mso-list: l0 level1 lfo1; margin: 0cm 0cm 0cm 72.0pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%;
