Earlier, </span><span lang="EN-US" style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">the industry was on 27/07/2022 and report was sent to Zonal Office, Amritsar.</span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: 24px;"><span lang="EN-US" style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';"> </span><span lang="EN-US" style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">Show Cause notice for violations of the provision of Water (Prevention & Control of Pollution) Act, 1974 was issued to the industry with an opportunity of personal hearing before SEE ZO, Amritsar.</span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: 24px;"><span lang="EN-US" style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';"> Now the industry has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS mode. The project proponent has submitted various documents, which are enclosed along with the application, which may kindly be pursued.</span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: 24px;"><span lang="EN-US" style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';"> The industry has deposited Rs 1,67,400/- vide UTR No. N327222216985425 dated 23/11/2022 & Rs. 1,78,700/- UTR No. N327222216969550 dated 23/11/2022 consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 30/09/2031 including Rs. 10,800/- as NOC regularization fee and Rs. 500/- Form Downloading fee & Penalty fee against the fixed assets of Rs. 250. 93 Lacs as on 30/09/2022 as per CA certificate submitted by the industry. The industry has submitted a proof, according to which the industry is running since April-2015.</span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: 24px;"><span lang="EN-US" style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';"> It is pertinent to mention here that as per the record of this office, the said unit has never applied for consent to operate/NOC from the Board in the past, therefore, the project is covered under VDS scheme of the Board.</span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: 24px;"><span lang="EN-US" style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';"> </span><span lang="EN-US" style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">The industry was visited by officer of this office on 15/12/2022 and observed as under:-</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 26.8pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="line-height: 24px; font-family: 'Bookman Old Style', 'serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">The industry is a ply-board manufacturing unit and manufactures ply-board from Wood.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 26.8pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="line-height: 24px; font-family: 'Bookman Old Style', 'serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">The industry has installed 04 no. Hot Press and 05 no. core drying machines.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 26.8pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="line-height: 24px; font-family: 'Bookman Old Style', 'serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">The industry has installed boiler of capacity 6 TPH with cyclone as APCD.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 26.8pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="line-height: 24px; font-family: 'Bookman Old Style', 'serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">The industry has submitted emission analysis report from Board’s approved lab as per which SPM emission are within limits.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin: 0in 0in 0.0001pt 26.8pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="line-height: 24px; font-family: 'Bookman Old Style', 'serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">The industry has provided storage tanks for storage of glue. No manufacturing of glue is carried out.</span></p>
<p class="MsoNormal" style="margin: 0in 0in 0.0001pt 8.8pt; text-align: justify; line-height: 24px;"><span lang="EN-US" style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';"> It is further intimated that the industry has submit the copy of license obtained from the Forest Department, Pathankot vide his office letter endst no. 3096-99 dated 30/03/2022, regarding operation of saw mill.</span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: 24px;"><span lang="EN-US" style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';"> The project proponent has submitted Approved Building Plan from the competent person under the Punjab Factories Act, 1948. The industry has submit the permission of Amritsar Development Authority, PUDA Bhawan Green Avenue, Amritsar vide his office letter endst no. 4452 dated 30/03/2021, reported that the permission is hereby granted to M/s D.K. Industries at Village-Bhanwal, District-Pathankot to operate plywood unit at existing site from 01/04/2021 to 07/11/2027 subject conditions. </span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify; line-height: 24px;"><span lang="EN-US" style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';"> It is further intimated that the industry has submitted air emission sample report from Board’s approved lab i.e. M/s SIMA Labs Pvt. Ltd., for sampling conducted on 16/12/2022 and as per analysis report concentration of Particulate Matter (Boiler @ 6 TPH) is 312 mg/Nm3 which is found to be within the prescribed limits of the Board.</span></p>
<p><span lang="EN-US" style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';"> The project falls in Orange category in small scale sector, hence competency to decide the case lies with the Senior Environmental Engineer of the Board in the light of Head Office, Patiala letter no. 19650-761 dated 30/04/2013 (Agenda Note is also attached herewith).</span></p>
<p><span lang="EN-US" style="font-size: 10.5pt; line-height: 16.1px; font-family: 'Bookman Old Style', 'serif';"> </span><span style="font-family: 'Bookman Old Style', 'serif'; font-size: 10.5pt;">In view of above, it is recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2027 with suitable conditions.</span></p> |
