It is submitted that the industry was granted 'Consent to establish/(NOC) from pollution angle vide no. CTE/Fresh/PTA/2022/17886665 dated 15/02/2022 validity upto 29/01/2023 for manufacturing of Zinc Handles @ 70000 No./Day by using Zinc @ 5 MT/Day under red category subject to suitable conditions and special conditions as under: <p class="MsoListParagraphCxSpMiddle" style="margin-left: 1.25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo2; mso-layout-grid-align: none; text-autospace: none;">1.     The industry shall enter into an agreement with CETP Chanalon, for safe treatment & disposal of the trade effluent, and in case of non-commissioning of the CETP at Chanalon, the industry shall install a captive effluent treatment plant of adequate capacity, as per feasibility report submitted by it, to treat its trade effluent conforming to the standards prescribed by the Board. <p class="MsoListParagraphCxSpMiddle" style="margin-left: 1.25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo2; mso-layout-grid-align: none; text-autospace: none;">2.     The industry shall engage Punjab State Council for Science & Technology, Chandigarh for design and installation of APCD and shall submit completion/adequacy assessment report from the PSCST at the time of commissioning of the unit.   Now, the industry has applied for obtaining fresh consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for manufacturing of Zinc Handles @ 70000 No./Day by using Zinc @ 5 MT/Day under red category alongwith requisite documents. The industry has deposited fees Rs. 180000/- vide UTR no. KKBKH22256903312 dated 13.09.2022 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 180000/- vide UTR no. KKBKH22256902915 dated 13.09.2022 under the Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto 30.06.2027 against the value of fixed assets of Rs. 1125.0 Lakhs as on 13.09.2022 as per CA certificate submitted by the industry. The industry has submitted approved building plan from competent person. The industry has submitted compliance report of NOC conditions earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. Accordingly, the industry was visited by AEE of this office on 15.12.2022 and Sh. Gaurav, Head operations was contacted. During visit, it was observed as under: 1.     The industry was in operation. The representative informed that presently trail run is being carried out, which was started 3 months back.    2.     The industry has provided one no. melting furnace with casting machine for production of casted zinc product from raw zinc in its premises and same is equipped with bag filter as APCD and stack of height 5 ft which is inadequate. However, the industry in its application form as well as NOC granted has submitted details of 3 no. such furnaces equipped with common bag filter. No completion certificate/adequacy assessment report of APCD has been submitted by the industry. 3.     The industry has installed 12 no. grinding machines, all of which are equipped with common dust collector (cyclone separator) and stack of height 5 ft which is inadequate. The representative informed that recovered zinc from this is again being used as raw material in the furnace. 4.     The industry has installed 12 no. polishing machines, all of which are equipped with common dust collector (cyclone separator) and stack of height 5 ft which is inadequate. 5.     The industry has installed one no. water scrubber with its electroplating section and stack of height 5 ft which is inadequate. No alkaline media was found present near the said APCD. However, as per the NOC granted, it has been mentioned that industry shall provide 3 no. alkali scrubbers with its electroplating baths.   <span lang="EN-US" style="font-size: 10.0pt; line-height: 107%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">  <img src="file:///C:/Users/ppcb/AppData/Local/Temp/msohtmlclip1/01/clip_image002.jpg" width="230" height="179" /> 6.     The industry has installed ETP for treatment of wastewater generated from electroplating section consisting of screen chamber, flash mixer followed by lamella clarifier, aeration tank, membrane bio reactor and treated water tank. 7.     The treated effluent after ETP is being recirculated back to electroplating section through PVC pipe. 8.     The industry has not provided any flow meter on line of use of fresh water in electroplating section and neither on line leading the recirculation of treated effluent of ETP in electroplating section. 9.     No flow meter at inlet and outlet of ETP has been provided to adjudge the quantity of flow intake and recirculated back of process. 10.  The industry has installed STP for treatment of domestic effluent, however the arrangements w.r.t. disposal from final outlet has not been made by the industry. Further, the STP was not in operation, during visit and no flow meter at outlet of STP and energy meter has been provided. 11.  During visit, near to STP, stagnation of effluent was found and as per visuals, its seems that the effluent was of pickling section.   <img src="file:///C:/Users/ppcb/AppData/Local/Temp/msohtmlclip1/01/clip_image004.jpg" width="246" height="189" />   12.  No record w.r.t. generation of Hazardous Waste of categories has been maintained by industry. 13.  The industry has installed one no. D.G. set of 500 KVA capacity equipped with canopy and adequate stack height. 14.  It was observed that RO Plant was under installation. The representative informed that this shall be used for drinking purpose. Further, as per NOC granted to the industry, it has been mentioned that the industry shall install ETP followed by RO system for treatment of trade effluent.   The industry is violation the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. In view of the above mentioned facts, it is recommended that the application for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention and Control of Pollution) Act, 1981 submitted by the industry may be refused due to said observations please.
