<p class="MsoNormal" style="text-align: justify; text-indent: 85.05pt; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">It is intimated that the Project Proponent had earlier applied for obtaining ‘Consent to Establish’ / NOC from the Board form pollution angle for establishment of Wet Mix Macadam Plant in the revenue estate of Village Qutbewal, Tehsil Ludhiana West, District Ludhiana to manufacture concrete @ 250 TPH. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 85.05pt; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The project proponent had submitted copy of registered land lease and as per this registered land lease, the site area is 89 Kanals 3.3 Marlas (13.01875 Acres) bearing khasra no. 21//25(3-6) , 22//5(7-16), 22//6/1(4-13), 7/1(1-12) 23//1(8-0), 2(2-8), 10/1(4-0), 20//21(8-0), 22(6-8), 22//7/2(2-8), 6/2(3-7), 14(8-2), 15(8-0), 16(6-14), 17(8-0), 18(4-0), 23//10/2(2-0), 11/1(2-12) in the revenue estate of Village Qutbewal, Tehsil Ludhiana West, District Ludhiana. Land lease is valid from 01.01.2022 to 31.12.2024 i.e. for the period of three years. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 85.05pt; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The project proponent had submitted copy of site suitability certificate obtained by it from the District Town Planner, Ludhiana vide memo no. 808 DTP (L)/M2A dated 05.04.2022 for the site area measuring 89 Kanals 3.3 Marlas (13.01875 Acres) bearing khasra no. 21//25(3-6) , 22//5(7-16), 22//6/1(4-13), 7/1(1-12) 23//1(8-0), 2(2-8), 10/1(4-0), 20//21(8-0), 22(6-8), 22//7/2(2-8), 6/2(3-7), 14(8-2), 15(8-0), 16(6-14), 17(8-0), 18(4-0), 23//10/2(2-0), 11/1(2-12) in the revenue estate of Village Qutbewal, Tehsil Ludhiana West, District Ludhiana. The relevant part of area classification report is reproduced below:</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 85.05pt; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">“The subject site falls in residential zone as per provisions of Approved Master Plan, Ludhiana (2007-31). During submission of application for NOC for establishment of Batching Mix Plant/WMM/HMP/Material Stock Yard and Residential Quarters, the project proponent has submitted in written that Plant and its allied services are for temporary use and will be done for three years. Thus, the Change of Land Use is not required. This office has no objection regarding establishment of Batching Mix Plant/WMM/HMP/Material Stock Yard and Residential Quarters if it follows the guidelines of Punjab Pollution Control Board. It is also mentioned here that this NOC is valid till the validity of land lease and after that this NOC will stands cancelled.” </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 85.05pt; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The proposed site of WMM Plant was not suitable for its establishment as it falls under the residential zone as per provisions of the Approved Master Plan, Ludhiana (2007-31). Accordingly, the application of the project proponent for obtaining ‘Consent to Establish’ / NOC from the Board form pollution angle for establishment of Wet Mix Macadam Plant in the revenue estate of Village Qutbewal, Tehsil Ludhiana West, District Ludhiana to manufacture concrete @ 250 TPH was refused vide no: CTE/Fresh/LDH3/2022/18986518 dated 06.07.2022. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 85.05pt; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Thereafter, the project proponent again applied for obtaining ‘Consent to Establish’ / NOC from the Board and same was again refused vide no: CTE/Fresh/LDH3/2022/ 19281966 dated 22.07.2022 due to above mentioned reasons and further directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 issued for closure & disconnection of electricity connection of the industry vide Board’s letter no. 6615 dated 21.10.2022 and 6619 dated 21.10.2022. The matter was taken by this office with PSPCL Authorities and PSPCL has informed vide letter no. 1592 dated 16.11.2022 that they have provided only temporarily domestic connection to the project proponent and no industrial connection has been provided to the plant.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 85.05pt; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Now, the Project Proponent has again applied for obtaining ‘Consent to Establish’ / NOC from the Board form pollution angle for establishment of Wet Mix Macadam Plant & one cement concrete batch mix plant in the revenue estate of Village Qutbewal, Tehsil Ludhiana West, District Ludhiana to manufacture wet mix macadam @250 TPH and cement concrete mix @ 45 CFT/day.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 85.05pt; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The Project Proponent has deposited Rs. 7100/- (Rs. 2900/- vide UTR no. N154221984176186 dated 03.06.2022 and Rs. 4200/- vide UTR No. N351222252527902 dated 17.12.2022) as NOC fee, which is adequate for proposed project cost of Rs. 165.20 Lacs (Green Category).</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 85.05pt; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">It is pertinent to mention here that the cement concrete batch mix plant and wet mix macadam plant is to be established for the construction of upcoming Ludhiana – Roopnagar Greenfield Expressway (NH205K). The proposed highway will start from Delhi-Katra Expressway (NE-5) near village Manewal, Tehsil Ludhiana West, District Ludhiana and will end at NH205 at village Bheora, District Roopnagar. This Greenfield Expressway is to be established under Bharatmala Pariyojna.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 85.05pt; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The Project Director, National Highway Authority of India vide their letter no. NHAI/PIU-LDH/11229 dated 11.11.2022 (copy of letter attached) has informed to the Board that the NHAI has signed an agreement with M/s G.R. Ludhiana-Roopnagar Highway Pvt. Ltd. for construction of above said Greenfield Expressway and this expressway is of National & State importance. Also this plant is a temporary establishment. NHAI has further informed that the project is to be completed in a time bound manner i.e. within 730 days. As such, shifting / re-establishment of above said plant at different location at this stage of project shall take up atleast six months and thus will impact the timely completion of the project highway. </span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 85.05pt; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">It is pertinent to mention here that the Bharatmala Pariyojna is a very important project of Government of India to connect far-flung border areas and rural areas of the country. The proposed Ludhiana – Roopnagar Greenfield Expressway will further reduce the heavy traffic entry into the Non-Attainment Ludhiana City and will help in improvement of the Air Quality of the Ludhiana City. The Public hearing regarding Environmental Clearance under EIA Notification dated 14.09.2006 of the Ludhiana – Roopnagar Greenfield Expressway was conducted on 05.02.2021 at Guru Nanak Bhawan, Ludhiana and Environmental Clearance has been granted to the project. Moreover, the proposed plant is a temporary activity for the completion of above said Greenfield Expressway and the District Town Planner has already granted No Objection regarding establishment of Batching Mix Plant/WMM/HMP/Material Stock Yard and Residential Quarters and has granted NOC till the validity of land lease and after that NOC granted by the DTP, Ludhiana will stands cancelled. The proposed site was visited by undersigned on 21.12.2022 and it has been observed that the site is at a distance of more than 8 Km from the Municipal limits of Ludhiana City and no residential houses falls within 500 meters of the site. Nearest village phirni is at a distance of more than 1 Km. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 85.05pt; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Keeping the above in view, it is recommended that</span></p>
