<p>RO has reported that <span lang="EN-US">the industry is a plywood manufacturing unit and commissioned without obtaining NOC/Consents of the Board. Earlier, </span><span lang="EN-US">the industry was on 27/07/2022 and report was sent to Zonal Office, Amritsar.</span></p>
<p><span lang="EN-US"> </span><span lang="EN-US">Show Cause notice for violations of the provision of Water (Prevention & Control of Pollution) Act, 1974 was issued to the industry with an opportunity of personal hearing before SEE ZO, Amritsar.</span></p>
<p><span lang="EN-US"> Now the industry has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS mode. The project proponent has submitted various documents, which are enclosed along with the application, which may kindly be pursued.</span></p>
<p><span lang="EN-US"> The industry has deposited Rs. 1,67,400/- vide UTR No. N327222216979753 dated 23/11/2022 & Rs. 1,56,600/- vide UTR No. N327222216981931 dated 23/11/2022 consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 30/09/2030 including Rs. 10,800/- as NOC regularization fee and Rs. 500/- Form Downloading fee & Penalty fee against the fixed assets of Rs. 448.62 Lacs as on 30/09/2022 as per CA certificate submitted by the industry. The industry has submitted a proof, according to which the industry is running since April-2015. </span></p>
<p><span lang="EN-US"> It is pertinent to mention here that as per the record of this office, the said unit has never applied for consent to operate/NOC from the Board in the past, therefore, the project is covered under VDS scheme of the Board.</span></p>
<p><span lang="EN-US">The industry was visited by officer of this office on 15/12/2022 and observed as under:-</span></p>
<p>1. The industry was in operation during visit.</p>
<p>2. The industry is a ply-board manufacturing unit and manufactures ply-board from Wood.</p>
<p>3. The industry has installed 03 no. Hot Press and 06 Vertical Band Saw, 03 Peeler and 06 no. core drying machines.</p>
<p>4. The industry has installed boiler of capacity 6 TPH with cyclone as APCD.</p>
<p>5. The industry has submitted emission analysis report from Board’s approved lab as per which SPM emission are within limits.</p>
<p>6. The industry has provided storage tanks for storage of glue. No manufacturing of glue is carried out.</p>
<p><span lang="EN-US"> It is further intimated that the industry has submit the copy of license obtained from the Forest Department, Pathankot vide his office letter endst no. 3092-95 dated 30/03/2022, regarding operation of saw mill.</span></p>
<p><span lang="EN-US"> The project proponent has submitted Approved Building Plan from the competent person under the Punjab Factories Act, 1948. The industry has submit the permission of Amritsar Development Authority, PUDA Bhawan Green Avenue, Amritsar vide his office letter endst no. 4457 dated 30/03/2021, reported that the permission is hereby granted to M/s Srinagar Timber Traders at Village-Mutfarka, District-Pathankot to operate plywood unit at existing site from 01/04/2021 to 07/11/2027 subject conditions. </span></p>
<p><span lang="EN-US"> It is further intimated that the industry has submitted air emission sample report from Board’s approved lab i.e. M/s SIMA Labs Pvt. Ltd., for sampling conducted on 16/12/2022 and as per analysis report concentration of Particulate Matter (Boiler @ 6 TPH) is 328 mg/Nm3 which is found to be within the prescribed limits of the Board.</span></p>
<p><span lang="EN-US"> RO has recommended that </span>Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2027 with suitable conditions. </p>
<p><span lang="EN-US"> </span>In view of above, it is recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2027 with suitable conditions with special condition that the industry shall got analyzed its air emission samples from Board's lab within 01-month.</p>
