·         The industry was given the personal hearing before the Senior Environmental Engineer on 21.11.2022 and it was decided as under: - 1)   The industry shall apply for renewal of consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 alongwith complete documents through OCMMS within 07 days. 2)   Environmental Engineer, RO-2, Jalandhar shall visit the industry wihtin 07 days to seal the water meters installed at inlet & outlet of PETP and submit the report in the matter alongwith recommendations. ·         Now, the industry has applied for consent to operate in the name and style of M/s Rainbow Leathers lessee of M/s Parveen Tanners under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board. The industry has submitted copy of registered lease deed between M/s Parveen Tanners and M/s Rainbow Leather for the period 01.04.2022 to 31.03.2032. ·         The industry was visited by AEE of this office on 07.12.2022 and it was observed as under: - 1.    The industry was in operation during visit and engaged in leather dyeing. 2.    The industry has installed 6 no. tanning drums and 3 nos. drums of size i.e 1 no. drum of size (10’x10’), 1 no. drum of size (8’x6’) and 1 no. drum of size (6’x6’) were in operational condition and 1 drum of size (10’x10’), 1 drum of size (8’x6’) and 1 no. drum of size (6’x6’) were found sealed during visit. 3.    The industry has provided the pre-treatment plant consisting collection tank, clarifier and 2 nos. sludge drying beds for the pretreatment of its trade effluent, same was in operation during the visit. 4.    As per record, the industry has installed new water meter on 01.10.2022 on the submersible pump and the initial reading was 14 KL. The reading was noted to be 733.7 KL during the visit & as such the industry has consumed 719.7 KL of fresh water since 01.10.2022. 5.    As per record, the industry has installed new water meter on 01.10.2022 on the effluent line and the initial reading was 22 KL. The reading was noted to be 560.1 KL during the visit & as such the industry has discharged 538 KL of fresh water since 01.10.2022. 6.    As such the average daily consumption is 10.5 KL and discharge is about 8 KL. Discounting for domestic usage of the industry, the record seems to be inconsonance. 7.    The water meters installed on inlet and outlet were sealed during the visit in compliance to hearing the decisions. 8.    The industry has got lifted 12 KL to PETS vide no. 4187/88 on 04.10.2022. 9.    The industry has installed 1 no. of wood fired Baby boiler at site with cyclone separator as APCD. 10. The industry has installed one DG set of capacity 82.5 KVA with canopy at site and adequate stack height. 11. The industry falls in red category and the competency to decide the case lies with Senior Environmental Engineer. In view of above, it is recommended that:- <p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 147%; mso-pagination: none; mso-list: l0 level1 lfo3; tab-stops: 55.05pt; text-autospace: none; margin: .1pt 58.65pt .0001pt 75.65pt;">1.    Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry in its new name and style i.e. M/s Rainbow Leathers Lessee of M/s Parveen Tanners for 6 months along with temporary restoration of electric connection with usual conditions and special conditions that: - <p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 147%; mso-pagination: none; mso-list: l2 level2 lfo5; tab-stops: 55.05pt; text-autospace: none; margin: .1pt 58.65pt .0001pt 94.5pt;">a.    The industry will not discharge more than 45.5 KLD of effluent into drain leading to the CETP. <p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 147%; mso-pagination: none; mso-list: l2 level2 lfo5; tab-stops: 55.05pt; text-autospace: none; margin: .1pt 58.65pt .0001pt 94.5pt;">b.    The industry shall operate its pretreatment plant efficiently in future. <p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 147%; mso-pagination: none; mso-list: l2 level2 lfo5; tab-stops: 55.05pt; text-autospace: none; margin: .1pt 58.65pt .0001pt 94.5pt;">c.    The industry shall comply with the any directions received from the Hon’ble Punjab & Haryana High Court Chandigarh as well as Hon’ble NGT New Delhi in case of LPA 1924 of 2014 and application no 08 of 2017. <p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 147%; mso-pagination: none; mso-list: l0 level1 lfo3; tab-stops: 55.05pt; text-autospace: none; margin: .1pt 58.65pt .0001pt 75.65pt;">2.    Consent to operate under Air (Prevention & Control of Pollution) Act 1981 may be granted to the industry upto 30.06.2027 with suitable conditions please.
