Ø  The industry is a induction furnace of 300 kg/heat and Water Act, 1974 was granted consents to operate under Water Act, 1974 & Air Act, 1981 on 04.05.2018 (with validity upto 30.09.2022). Ø  Application applied for obtaining CTOs under the Water Act, 1974 & Air Act, 1981. Site Observations:- <p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l4 level1 lfo2; background: white;">1.    01 induction furnaces of capacity 300 Kg/heat and 01 shot blasting machine installed, M.S hood followed by twin cyclone and bag filter house installed as APCD with induction furnace and separate bag filter house installed as APCD with the shot blast machine. 2.    During visit, induction furnace as well as APCD was in operation with hood at top of furnace. No smoke was observed in the processing shed. From the perusal of the documents submitted by the industry, it was found that- 1.    In the CA certificate submitted by the industry, cost of land is not included and as such the adequacy of fee deposited cannot be ascertained. Previously cost of building shown in CA certificate was Rs. 3.9 lac, whereas now it has been shown as Rs. 16.95 lac. indicating significant construction is made. No details/justification given in the matter. 2.    The industry has added machinery of Rs. 72.0 lac, whereas the bills submitted alongwith the application are of approx. Rs. 57.0 lac only. Significant machinery is added, however the submission of the industry to the effect that there is no increase in pollution load and production capacity does not seems to be reasonable.                    The industry was issued notice before refusal of consent to operate under the Water Act, 1974 & Air Act, 1981 alongwith an opportunity to submit the reply within a period of 7 days. Now, the industry has submitted reply in the matter as per detail mentioned vide note dated 21.12.2022 of the Regional Office. The brief of which is as under :- 1.    Conveyance deed of land executed between proprietor of the industry and PSIEC dated 24.08.2015, amounting to Rs. 1.68 lakhs submitted. Total value of gross fixed assets including the value of conveyance deed is Rs. 171.37 lakh and the adequacy of the fee remained same. 2.    The industry has submitted copy of bills regarding increase in gross fixed assets of building and machinery head, which is due to renovation of building and modernization of the machinery, with no change in production capacity.                    In view of above, CTOs under Water Act, 1974 & Air Act, 1981 may be granted to the industry with validity upto 30.09.2023, subject to the following specific conditions :- 1.    The industry will get its Air Pollution Control Device (APCD) along with its collection system evaluated from Punjab State Council for Science & Technology, Chandigarh regarding efficacy, along with the side hood design within one month. 2.    The industry shall implement the Standard Operating Procedures (SOPs) prepared by Punjab State Council for Science & Technology for APCD in toto so as to achieve the prescribed standards on a regular basis.
