<p class="MsoNormal" style="margin-bottom: 0cm; text-indent: 58.5pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">It is submitted that the brick kiln was granted consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SGR/2018/7312955 dated 07/04/2018, valid up to 30/09/2022 for manufacture of Bricks @ 25000 Numbers/Day, with certain conditions mentioned therein by adopting induced high draft technology. The brick kiln had already adoted induced draft technology and has submitted completion certificate from PSCST Chandigarh vide no. PSCST/CC/690 dated 01/03/2018.</span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-indent: 58.5pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">Now, the brick kiln has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & renewal of consents to operate under the Air (Prevention & Control of Pollution) Act, 1981 under orange category for manufacturing of Bricks @ 25000 Numbers/Day through OCMMS of the Board.</span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-indent: 58.5pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has submitted a compliance report of the conditions of the consent earlier granted to it under the Air (Prevention & Control of Pollution) Act, 1981, latest CA certificate.</span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-indent: 58.5pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">Accordingly, the brick kiln was visited by AEE of this office on 20/12/2022 and it was observed as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin: 0cm 0cm 0cm 18pt; text-indent: -18pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The brick kiln was in operation.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 18pt; text-indent: -18pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The Brick kiln has already adopted induced draft technology for the manufacturing of bricks.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 18pt; text-indent: -18pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The brick kiln has provided pucca keri road for the movement of the vehicles.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 18pt; text-indent: -18pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has provided plantation along the boundary.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 18pt; text-indent: -18pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has provided ladder with the stack for carry out emission sampling of the kiln.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 18pt; text-indent: -18pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">No unauthorized fuel was found at the site.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 18pt; text-indent: -18pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">The industry has provided septic tank for the treatment of domestic effluent and discharge of treated effluent onto plantation.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm 0cm 0cm 18pt; text-indent: -18pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">T</span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">he industry has deposited Rs. 52200/- (Rs. 37700/- water consent fee + Rs. 14500/- water penalty fee) vide UTR no. 216239422 dated 25/11/2022 under Water Act, 1974 (including penalty fee, for failure to apply for consent to operate within 3 months to 6 month from date of proceedings of the meeting taken by the Chairman of the Board with the Punjab Brick Kiln Association and conveyed vide Board's letter no. PPCB/SEE(HQ-2)/2020/ 6676-77 dated 27.02.2020. The industry has deposited of Rs. 26890/- (Rs. 26100/- air consent fee + Rs. 290/- penalty fee + Rs. 500/- application form fee) vide UTR no. 904887822 dated 25/11/2022 under Air Act, 1981, against the fixed assets of Rs. 35.42 lacs as on 30/09/2022, the fee is adequate upto 30/09/2031 as per latest fee structure laid down by the Board, in view of latest fee structure laid down by the Board.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin: 0cm 0cm 0cm 18pt; text-indent: -18pt; text-align: justify;"><span lang="EN-US" style="font-family: Tahoma, sans-serif;">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-family: Tahoma, sans-serif;">No action is pending u/s 31-A of Air Act, 1981 against the brick Kiln.</span></p>
<p style="text-align: justify;"><span lang="EN-US" style="font-size: 11pt; line-height: 16.8667px; font-family: Tahoma, sans-serif;">Keeping in the view of above, it is recommended that fresh consent to operate under Water Act, 1974 & renewal of consent under the Air Act, 1981 may be granted to BKO for manufacturing of Bricks @ 25000 Numbers/Day for a period upto 30.09.2031 with suitable conditions.</span></p> |
