It is submitted that the project proponent has proposed to establish a CNG pump under small-scale green category and has accordingly submitted the application for obtaining consent to establish (NOC) of the Board for setting up of a new CNG Retail Outlet for dispensing of CNG @ 5000 Kgs/day under the name & style of M/s Chahal Gas Station (Think Gas Ludhiana Pvt. Ltd), NH-7, Handiaya-Barnala Road, Village Handiaya, District Barnala along with requisite documents through OCMMS of the Board. The proposed land falls in the revenue estate of Village Handiaya, Tehsil and District Barnala bearing Khata no. 539 Khatauni no. 779 Khasra no. 227//14/2/3-9.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">The project proponent has also deposited Rs. 1900/- (Rs. 1400/- NOC fee and Rs. 500/- application fee) vide R. No. 295639278 dated 25/11/2022 against the value of fixed assets mentioned in project report of Rs. 20.40 lacs, which is adequate for one year. </span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">The project proponent has also submitted the site / location plan.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;"> </span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">It is worth to mention here that</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">vide Board's letter no. SEE(HQ-2)/2022/18972-78 dated 07/09/2022 addressed to All Deputy Commissioners of Punjab. it was clarified that vide CPCB letter no. B-13011/1/2020-21/AQM-CNG guidelines/2306 dated 18.7.2022, environmental guidelines/siting guidelines may not be required for CNG retail outlets/dispensing unit.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">Further, the measures prescribed with respect to fire, safety and leakages by various authorities should be strictly adhered to.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">To verify the facts, the proposed site of the retail outlet was visited by AEE of this office on 22.12.2022 and it was observed as under: -</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">1. The site is situated at Village Handiaya, Tehsil and District Barnala.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">2. The construction activity has been started at the site.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">3. There is no school, hospital, 15 pucca houses within 50-meter radius of the proposed site.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">4. There is no high tension line passing over the proposed site of retail outlet.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">5. The project proponent has proposed to install DG of capacity 25 KVA, which will be equipped with canopy and adequate stack height.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">6. The project proponent will not generate any trade effluent. Domestic effluent is proposed to discharge onto land for plantation after passing through septic tank.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">From the above, it is clear that proposed site for the CNG retail outlet comply with siting criteria prescribed by the CPCB & suitable for the establishment of retail outlet at the proposed site.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">Keeping in view of above, it is recommended that the project proponent may be granted consent to establish (NOC) for establishment for a new CNG Retail Outlet for dispensing of CNG @ 5000 Kgs/day, with suitable conditions as per policy of the Board and following special conditions that:- (Competency: EE)</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">1. The petrol pump shall obtain authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and complying with the said rules.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">2. The outlet will submit on site emergency plan to the Board and also prepare of side emergency plan as per the Manufacturing, Storage & Import of Hazardous Chemical Rules, 1989.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">3. The outlet will not carry out any process at the site i.e., automobile servicing, repairing and painting etc. which creates water & air pollution without prior written permission of the Board.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">4. The outlet will comply with the Punjab Regional Town Planning & Development Act, 1995 and will obtain necessary approval.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">5. The outlet will obtain NOC from Petroleum & Explosive Safety Organization, Govt. of India and comply with the certain conditions mentioned therein.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">6. The outlet will comply with the guidelines of I.R.C: 12-2009.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">7. The petrol pump shall install DG set equipped with canopy / acoustic chamber so as to comply with noise standards prescribed under the Noise (Pollution & Control) Rules, 2000. For the installation of diesel generated set of capacity more than 10 KVA, petrol pump shall obtain consent to operate of the Board under the provisions of the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;">8. The outlet will obtain permission from all concerned Departments.</span></p>
<p style="text-align: justify; text-justify: inter-ideograph; background: white;"><span lang="EN-US" style="font-size: 13.5pt; font-family: 'Verdana',sans-serif; color: black; mso-color-alt: windowtext;"> A copy of the NOC may be also sent to the District Magistrate, Barnala w.r.t. his office letter no. 284160/LPS/1191-1203 dated 06/10/2021 for information, please.</span></p> |
