<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;">The project proponent has applied fresh Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Printed Boxes @ 25000 No./day & Corrugated Boxes @ 2000 No./day along with requisite documents.</p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;">The project proponent has submitted CA Certificate with the value of plant & machinery, other assets is Rs. 61.23 lakh on 25.11.2022. The project proponent has deposited Rs. <span style="mso-bidi-font-family: Raavi; mso-bidi-language: PA;">86,900/- (Rs. 45,000/- under Water Act, 1974 & Rs. 41,900/- under Air Act, 1981) vide R no. 20/5523 dated 15.12.2022. The project proponent has submitted GST certificate as proof of date of commissioning, as per which 25.06.2017 is date of commissioning.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;">The project proponent has submitted family transfer of free hold industrial plot no. 76, phase IX, Industrial Focal point, Mohali vide no. PSIEC/ESTATE/EO/4108 dated 04.05.2022 approved form PSIEC. The project proponent has submitted deed of conveyance made on 01.06.2015 between Punjab Small Industrial & Export Corporation Limited and M/s Indian Printers unit-II. The project proponent has submitted Memorandum of Association of Indus Printpack Private Limited.</p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;">On scrutinizing the application of the project proponent following observations were observed on 21.12.2022 with request to submit reply within 2 days.</p>

The adequacy of consent fee can be adjudged depending upon amount of rent.</p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;">The site visit by the undersigned on 23.12.2022 and contacted Sh. Harjinder Singh, Prop. (9814009790). During visit it was observed as under:</p>

No other source of air pollution has been installed.</p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">4)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry is not doing washing of rollers of printing press but is cleaning the same with clothes and the cloth is lifted as hazardous waste. The industry has made agreement with TSDF, Nimbua for disposal. The industry has made agreement with M/s Enviro-Clean for disposal of empty ink containers. The representative was advised to make agreement with other recycler as M/s Enviro Clean has closed down its business.</p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">5)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->No trade effluent is generated from the process and the domestic effluent is disposed into MC sewer.</p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;">In view of above, it is recommended that show cause notice for the refusal of ‘consent to operate’ applied under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be issued to the project proponent with an opportunity of 15 days to submit reply in writing as the project proponent has failed to give reply to the clarification till date.</p>
