Earlier, the industry was granted consent to operate under Water Act, 1974 for the production of finishing of knitted & fabrics @ 12 MT/day, knitted dyed fabrics @ 5 MT/day, readymade garments @ 2000 numbers/day and dyeing of yarn & fabrics @ 12 MT/day with the generation & disposal of trade effluent @ 1845 KLD into sewer after treatment through captive ETP and domestic effluent @ 65.4 KLD into sewer, which was expired on 23.11.2022.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"><span style="mso-tab-count: 2;"> </span>Earlier, the industry was visited by EE alongwith AEE of this office on 25.07.2022, during the visit industry was in operation and found that biological reactors were not in operation due to problem in the diffusers and the partly treated effluent by bye-passing the biological treatment was being discharged into sewer (only physico chemical treatment was in operation). During the visit, effluent samples from the outlet of the ETP were collected and the results of various parameters were found beyond the permissible limits. Further, the industry was also visited by Hon’ble Chairman of the Board, CEE, Ludhiana and EE alongwith AEE of this office on 05.08.2022 and during the visit industry was in operation and status of the industry was same as observed during earlier visit on 25.07.2022. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"><span style="mso-tab-count: 2;"> </span>Accordingly, notice issued for revocation of consent to operate granted under the Water (Prevention & Control of Pollution) Act, 1974 alongwith an opportunity of personal hearing before the Hon’ble Chairman of the Board on 29.09.2020. During the hearing, the following decisions were taken:-</span></p>
<ol style="margin-top: 0in;" start="1" type="1">
<li class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%; mso-list: l0 level1 lfo2; tab-stops: list .5in;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">Environment Compensation amounting of Rs. 8.0 lac be imposed upon the industry due to above said violations under Water Act, 1974.</span></li>
<li class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%; mso-list: l0 level1 lfo2; tab-stops: list .5in;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry shall maintain and operate its effluent treatment plant regularly & efficiently, so as to achieve the effluent standards consistently as prescribed by the MoEF&CC.</span></li>
<li class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%; mso-list: l0 level1 lfo2; tab-stops: list .5in;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry shall comply with the directions issued by the Punjab Govt. vide notification dated 10.10.2019 regarding segregation of trade effluent from MC sewer by 31.03.2023.</span></li>
<li class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%; mso-list: l0 level1 lfo2; tab-stops: list .5in;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry to verify the contentions made by the industry, collect effluent sample and submit report/recommendations, within one month.</span></li>
</ol>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"><span style="mso-tab-count: 2;"> </span>To verify the latest status of the industry, the industry was visited by undersigned alongwith AEE of this office on 07.12.2022 on surprise basis and observed that:-</span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l2 level1 lfo1; margin: 0in 0in .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="X-NONE" style="font-family: 'Tahoma','sans-serif'; mso-ansi-language: X-NONE;">The industry was in operation</span><span style="font-family: 'Tahoma','sans-serif';"> and the same was engaged in the process of </span><span lang="X-NONE" style="font-family: 'Tahoma','sans-serif'; mso-ansi-language: X-NONE;">dyeing</span><span style="font-family: 'Tahoma','sans-serif';"> of yarn and fabric.</span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l2 level1 lfo1; margin: 0in 0in .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has installed ETP consisting of collection tank, chemical dosing tanks, primary clarifier, collection tank, cooling tower, bio-logical tanks, secondary settling tanks, pre-filtration tank, filters and the same was in operation during the visit and the treated effluent was discharging into the sewer. The industry has now provided sludge drying beds alongwith its ETP. The industry has also got repaired its primary clarifier and bio-logical reactors, which was earlier found out of order. </span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l2 level1 lfo1; margin: 0in 0in .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="X-NONE" style="font-family: 'Tahoma','sans-serif'; mso-ansi-language: X-NONE;">During the visit effluent sample was collected from the outlet of the ETP and the same was sent to the Board’s lab for analysis. As per the analysis report received from the lab, the results of various parameters are </span><span style="font-family: 'Tahoma','sans-serif';">found within the prescribed limits as per MoEF standards. </span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l2 level1 lfo1; margin: 0in 0in .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry had already installed EMF and OCEMS at the final outlet of the ETP and the same were operational during the visit. <span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l2 level1 lfo1; margin: 0in 0in .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has not deposited the EC of amount of Rs. 08 lacs till date, however the industry has submitted a request letter dated 23.12.2022 alongwith the consent application stating that, “Now we have made our ETP fully operational and removed all the shortcomings. The industry has requested to wave off its EC amount.”</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> In view of the above, it is recommended that:</span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 0in .0001pt .5in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">Renewal of Consent to Operate under the Water Act, 1974 may be granted to the industry upto 31.03.2024 with usual conditions and with special conditions that: </span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level2 lfo2; margin: 0in 0in .0001pt 1.0in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">A)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry shall comply with the decision taken during meeting dated 19.10.2022 under the Chairmanship of Hon’ble Minister, Department of Science, Technology & Environment, Government of Punjab i.e. the industry shall take adequate steps to stop discharging their industrial effluent into MC sewer, Ludhiana by 31.03.2024.</span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 0in .0001pt .5in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">Appropriate decision regarding request made by the industry to waive off Environmental Compensation may be taken, please.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"> </span></p>
