<p class="MsoListParagraph" style="margin-left: .75in; line-height: 135%; mso-list: l2 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 135%;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 135%;">The industry is under installation of proposed machinery in the premises.</span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 135%; mso-list: l2 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 135%;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 135%;">The site falls along approach road of width more than 22' in the revenue estate of village Jalalabad East. Further, the site is surrounded by agricultural fields on all sides. There is no cluster of 15 pucca houses observed within the 500 meters radius. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 135%; mso-list: l2 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 135%;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 135%;">The proposed site falls outside Municipal Council / Nagar Panchayat limit.</span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 135%; mso-list: l2 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 135%;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 135%;">The site is outside the 500 m radius of village lal lakeer/phirni, wild life sanctuary, zoo, designated residential zone, educational institute, historical religious place and protected monument.</span></p>

<p class="MsoBodyText" style="text-indent: 70.9pt; line-height: 150%; margin: 0in 5.65pt .0001pt 5.0pt;">As the industry is located outside the MC/NP limit and also as observed during visit, the site is suitable for expansion.</p>
<p class="MsoBodyText" style="text-indent: 70.9pt; line-height: 150%; margin: 0in 5.65pt .0001pt 5.0pt;">The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by Govt. of Punjab vide notification dated 15.10.2013 for rice sheller industries.</p>
<p class="MsoBodyText" style="text-indent: 70.9pt; line-height: 150%; margin: 0in 5.65pt .0001pt 5.0pt;">Keeping in view of the above, it is recommended that the consent to establish (NOC) for expansion at proposed site located in Village Jalalabad East, Tehsil Dharamkot, District Moga for production of <span style="font-size: 11.5pt; line-height: 150%;">Raw rice with dryer @ 8 TPH along with Sorted Rice @ 3 TPH and Raw rice with dryer (Unit-2) @ 7 TPH <strong>OR Steam rice @ 5.33 TPH (proposed)</strong> along with Sorted Rice (Unit 2) @ 5 TPH</span>, may be granted to the industry for a period of one year with suitable conditions and specific conditions as under:</p>

Moga. </span></p>

<p class="MsoListParagraph" style="line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 150%;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 150%;">The industry is bound to comply with guidelines of Department of Town and Country planning, Punjab.</span></p>
<p class="MsoListParagraph" style="line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 150%;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 150%;">The industry is bound to comply with the zoning regularizations of Master Plan as and when notified and Board will not be liable for any loss incurred in case site falls under non-conforming zone. </span></p>
<p class="MsoListParagraph" style="line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 150%;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 150%;">The industry shall not install saila plant, boiler furnace in its premises, without prior written permission of the Board. </span></p>
<p class="MsoListParagraph" style="line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 150%;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 150%;">The industry shall comply with the following code of practice notified by Punjab Govt., Deptt. of STE vide its Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 which is reproduced as under:- </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%;">Code of Practices:</span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%;">i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%;">ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller / saila plant. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%;">iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%;">iv) The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited.</span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%;">v) The management and handling of rice husk in the rice shelling units / saila plants should be done as under: </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%;">a) All the rice shelling units / saila plants shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%;">b) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%;">c) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%;">d) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%;">e) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; line-height: 150%;"><span style="font-size: 11.5pt; line-height: 150%;">f) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.</span></p>
<p class="MsoListParagraph" style="line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 150%;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 150%;">The industry shall not consume any fuel except rice husk in dryer furnace for burning purposes without the prior written permission of the Board. </span></p>
<p class="MsoListParagraph" style="line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 150%;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 150%;">The industry shall dispose of the dust contained by APCD in an environmentally sound manner. </span></p>
<p class="MsoListParagraph" style="line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 150%;"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 150%;">The industry shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board. </span></p>
<p class="MsoListParagraph" style="line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 150%;"><span style="mso-list: Ignore;">11.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 150%;">The industry shall provide proper and permanent approach to the sample collection facility and the same shall be maintained in proper conditions at all the times. </span></p>
<p class="MsoListParagraph" style="line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 150%;"><span style="mso-list: Ignore;">12.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 150%;">The industry shall dispose of fuel ash generated from the operation of dryer furnace in an environmentally sound manner and shall also maintain the record, in this regard. </span></p>
<p class="MsoListParagraph" style="line-height: 150%; mso-list: l1 level1 lfo3; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 11.5pt; line-height: 150%;"><span style="mso-list: Ignore;">13.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.5pt; line-height: 150%;">The industry shall ensure that no air pollution problem or public nuisance is created in the area due to discharge of emissions from the industry.</span></p> |
