RO has reported that the project proponent has applied for CTE extension under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 with requisite documents for expansion of existing project proponent.           The project proponent has already granted CTE issued vide no. CTE/Fresh/ASR/2021/14538111 dated 29/11/2021, which was valid up to 28/11/2022 for processing of municipal solid waste @ 650 MTD with suitable conditions mentioned therein.           Now, the project proponent has applied for obtaining CTE extension for further one year. The project proponent has submitted a copy of CTE issued to it along with compliance of conditions. The project proponent has submitted a copy of EC compliance, CTE compliance, MCA reply to the proceeding, Certificate from the Deptt. of Town and Country Planning and Certificate From the M.C. in case industry is located within or outside the Municipal Limits. The project proponent has also submitted the reason for non-completion of project within stipulated time that “The main reason for not being able to start the project is land dispute on one side of the boundary wall and High court has ordered a stay on the construction of boundary wall on disputed land. Banks are not willing to fund the project unless the boundary dispute is solved. The construction of processing and disposal plant is not possible without funding from bank.” The project proponent has also requested to grant for CTE extension.           The site was visited  on 12.12.2022 and observed as following:- <p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 19.2px; margin: 0in 0in 0.0001pt 0.75in;">1.    The project is a MSW sanitary land fill site. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 19.2px; margin: 0in 0in 0.0001pt 0.75in;">2.    The project proponent has already been granted consent to establish (NOC) under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974, which was valid up to 28/11/2022 under Red category. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 19.2px; margin: 0in 0in 0.0001pt 0.75in;">3.    The project proponent has submitted 1,44,000/- via UTR No. 29855467081DC dated 29/10/2022 as NOC fee. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 19.2px; margin: 0in 0in 0.0001pt 0.75in;">4.    The project proponent has also submitted progress report for implementation of the project and progress report till date For “Bio- Remediation of Legacy Waste at Bhagtanwala Dump Site, Amritsar”. <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: 19.2px; margin: 0in 0in 0.0001pt 0.75in;">5.    No progress has been made at site citing the pending court case.        While processing the case, EEZO has observed that the project proponent has not submitted pointwise compliance of special conditions as imposed in the earlier granted CTE (NOC). RO has replied that the project proponent has submitted the compliance of conditions of CTE in document section, in which pointwise compliance of special conditions has also done by the project proponent and the same has been mentioned in the note dated 16/12/2022. RO has recommended that, the project proponent was earlier granted consent to establish (NOC) granted earlier under Water Act, 1974 and Air Act, 1981.  In view of the above, the project proponent was earlier granted consent to establish (NOC)  extension may be issued under Water Act, 1974 and Air Act, 1981.
