The project proponent was granted Consent to Establish under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2022/18496677dated 25/05/2022, having validity upto16/04/2023for manufacturing of Raw Rice With Dryer @2TPH, Sorted Rice @2TPH as products, subject to certain conditions mentioned therein. Now, the industry has applied for fresh ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981,for manufacturing Raw Rice With Dryer @2TPH&Sorted Rice @2TPH, using paddy @ 3 TPH & unsorted rice @ 2 TPH, along with requisite document.     The industry has deposited Rs. 42000/- vide UTR R. no. SDL117728788dated 24.11.2022under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 42000/- vide UTR R. no. SDL117728595dated 24.11.2022 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 30.09.2027,for both the Acts against the fixed assets ofRs. 155.50 Lacs, as on 30.11.2022. The industry has also submitted a copy of letter dated 28.10.2022 issued by Director of Factories of Punjab, regarding acceptance of proposed building plan of the unit. Visit:           Accordingly, the industry was visited by AEE of this office on13.12.2022 and Sh. Abhishek Gupta, Partner was contacted. During visit, it was observed as under: <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo2; background: white; margin: 5.0pt 3.7pt .0001pt .25in;">1.    The unit is rice sheller and is not in operation during the visit. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo2; background: white; margin: 5.0pt 3.7pt .0001pt .25in;">2.    The rice sheller has installed complete machinery at site and has already procured paddy at site. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo2; background: white; margin: 5.0pt 3.7pt .0001pt .25in;">3.    The industry has installed one no. of rice husk fired drier of capacity 340 quintal/batch, in its premises. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo2; background: white; margin: 5.0pt 3.7pt .0001pt .25in;">4.    In the shelling section, the industry has installed cyclone separator as APCD, which has been properly connected with different transfer points as well as loading belt, through pipes. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo2; background: white; margin: 5.0pt 3.7pt .0001pt .25in;">5.    The industry has also installed 03 no. of polisher machines in its premises and 01 no. of sortex machine in its premises. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo2; background: white; margin: 5.0pt 3.7pt .0001pt .25in;">6.    The industry has constructed 10’ high wall towards the rice husk storage area. The industry has also provided around 3.5’ high asbestos sheet on top of the said wall. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo2; background: white; margin: 5.0pt 3.7pt .0001pt .25in;">7.    The industry has done 1 row of plantation along one of its boundary wall and the representative has been asked to provide more plantation along its boundary wall in the upcoming season. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo2; background: white; margin: 5.0pt 3.7pt .0001pt .25in;">8.    The industry has stabilized its movement area with gatka and the representative of the industry informed that they shall get it pucca with brick work after completion of this shelling season. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo2; background: white; margin: 5.0pt 3.7pt .0001pt .25in;">9.    The industry has installed one tubewell in its premise, for abstraction of groundwater. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo2; background: white; margin: 5.0pt 3.7pt .0001pt .25in;">10. The industry has constructed septic tank at the backside of its unit and the domestic effluent shall be discharged onto land for plantation after passing through septic tank.   Recommendations:   In view of above, if may approved, the ‘consent to operate’ may be granted to the industry under the Water (Prevention & Control of Pollution) Act, 1974 upto 30.09.2027 and under the Air (Prevention & Control of Pollution) Act, 1981 upto 30.09.2023,subject to suitable conditions and following additional conditions: 1.     The industry will comply with the guidelines/ code of practice for rice sheller units issued by the Govt. of Punjab vide its notification Endst. No. 10/48/2004/STE (4)/4077 dt.13.9.2006, amended vide no. 10/48/2004 (4)/931 dated 15.10.2013. 2.     The industry shall carry out more plantation along its boundary wall, within 03 months and shall intimate the Board regarding the same within 15 days thereafter. 3.     The industry shall provide paved/brick road/ cement concrete roads/ metalled roads inside its premises for movement of vehicles, so as to prevent generation of dust, within 03 months and shall intimate the Board regarding the same within 15 days thereafter. 4.     The project proponent shall operate only dry rice sheller and shall not generate and discharge any kind of trade effluent from its premises. 5.     The project proponent shall discharge only domestic effluent onto land for plantation passing through septic tank. 6.     The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received 7.     The Consent is being issued to the industry based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 8.     In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
