The industry was earlier granted ‘consent to operate’ under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, which had been expired on 30.06.2020. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: #333333; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The industry was earlier visited by officer of the Board on 22.06.2021 and was personally persuaded to apply for renewal of consents. The industry was also issued notice vide letter no. 2959 dated 12.11.2021 for non-applying of renewal of consents. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: #333333; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The industry was recently visited by officer of the Board alongwith laboratory staff on 21.09.2022 and following observation were made: </span></p>

But, the industry failed to show the record of APCD operation w.r.t energy meter reading. The representative of the industry informed that the concerned operator is on leave. </span></p>

As per analysis report of Zonal Laboratory, Ludhiana, the concentration of particulate matter is noted as 138 mg/Nm3 against the permissible limits of 150mg/Nm3. </span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: .25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial; color: #333333; mso-fareast-language: EN-IN; mso-bidi-language: PA;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: #333333; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The industry has no source of trade effluent generation and only domestic effluent is being discharged onto land for planation after septic tank. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: #333333; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">As the industry failed to show the record of APCD operation w.r.t. energy meter readings and operating the unit without valid consents of the Board, as such the industry was issued show cause notice with an opportunity of personal hearing before the Senior Environmental Engineer, Zonal Office-1, Ludhiana on 19.12.2022. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: #333333; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">Sh. Siddhant Bedi, director of the industry attended the hearing and submitted that record of operation of APCD is now being maintained. The industry has also applied for consents of the Board.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: #333333; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;"><span style="mso-tab-count: 1;"> </span>After hearing the industry, it was decided that:-</span></p>

<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: #333333; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">Now, the industry has applied for renewal of consent to operate under the Water Act, 1974 & Air Act, 1981 and has also submitted record of APCD operation w.r.t. energy meter readings w.r.t. 01.04.2022 to 30.11.2022. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: #333333; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">In view of the above, it is recommended that consent to operate under Air Act, 1981 may be granted upto 19.07.2023 with special conditions as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo3;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-fareast-language: EN-IN; mso-bidi-language: PA;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: #333333; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The industry shall apply online for grant of Terms of Reference (ToR) followed by Environment Clearance as required under EIA Notification, 2006 and in accordance with MoEF notification no. S.O. 3250(E) dt 20.7.2022 within one month. </span></p>
